Dr. Ahmed Al-Sabki, Chairman of the Board of Directors of the General Authority for Health Care, delivered a speech during the opening activities of the sixth annual forum of the General Authority for Health Care, which was launched in the New Capital this morning, under the slogan “From vision to expansion… we raise health care to standards.” International”, in the presence of Dr. Mostafa Madbouly, Prime Minister, and coincides with the 6th anniversary of President Abdel Fattah El-Sisi, President of the Republic, launching the comprehensive health insurance system in Port Said Governorate.
The Chairman of the Authority began his speech by expressing – on his own behalf, and on behalf of the Board of Directors of the General Authority for Health Care and its employees. Welcoming the attendees at the opening of the authority’s annual forum in its sixth edition, which has become an important national platform that allows for reviewing the successes of the Egyptian state in implementing the comprehensive health insurance system, and from which we draw inspiration from the lessons learned to ensure the continued implementation of the vision of the political leadership in advancing the health care sector in an optimal manner. Accordingly, the General Authority for Health Care has worked – over the past years – to achieve the state’s vision of expanding the implementation of the comprehensive health insurance system and adopting the latest clinical operating systems for its medical facilities, in addition to using advanced digital systems in management. With the aim of creating a qualitative shift in the quality of health services in the first phase of implementing the system.
The Chairman of the Authority added: Today we are anticipating a new phase that requires more work and effort. To continue expanding in building a health system that guarantees the right of every citizen to safe services of international quality, through effective partnerships with government institutions and the private and civil sectors, with continued cooperation and coordination with development partners at the regional and international levels.
Dr. Ahmed Al-Sabki indicated that this forum was prepared to be an important station for exchanging experiences and evaluating results. This year’s edition will witness the introduction of multiple themes: Starting from sustainable health financing, through strengthening partnerships between the public and private sectors, and ending with opening the horizons of innovation in health care, through ten discussion sessions and eleven scientific lectures.

During the opening activities of the forum, the President of the General Authority for Health Care presented a summary of the most important gains achieved in implementing the comprehensive health insurance system during the first phase, as well as the lessons learned that will contribute to achieving the future vision.
In this context, “Al-Sabki” explained: These gains were based on five basic pillars that have become the governing framework for the development of the health sector in Egypt, and they include “the gains of the health system, the gains of health service providers, the gains of health institutions and facilities, the gains of the Egyptian citizen, and then the positive international outlook that the system has gained at the world level.” Together, these pillars have contributed to rebuilding a modern health sector based on governance, efficiency, and sustainability, and reflects the state’s vision of providing equitable health service to everyone. With regard to the gains of the health system, the Chairman of the Authority explained that the health sector witnessed a comprehensive restructuring process that consolidated the principles of governance and ensured sustainability, through 6 axes that include “restructuring and governance of the health system, developing institutional construction, unifying financing systems and enhancing sustainability, in addition to separating funding sources from monitoring services, eliminating the fragmentation of service providers, and including the private sector as an authentic partner in providing Services”.
He said: These reforms were reflected in a clear qualitative shift; Whereas 80% of health services were provided in hospitals before the system was implemented, 80% of services are now provided through the Authority’s primary care facilities. Beneficiary.
As for the gains of health institutions, he said: We have witnessed an unprecedented boom in infrastructure, digital transformation, and the development of operating systems. The number of facilities accredited according to national accreditation standards has reached The internationally recognized GAHAR reached 300 facilities, which represents 95% of the total receiving facilities, and all internal care departments, radiology archives, laboratories, operations, emergency, oncology, dialysis, and outpatient clinics were mechanized.
As for the clinical development gains, Dr. Ahmed Al-Sabki indicated that clinical treatment protocols were standardized within the Healthcare Authority’s facilities, and average lengths of stay witnessed In internal departments, there was a noticeable improvement to reach 2.9 days in 2025 instead of 4.1 in 2023, in addition to a decrease in critical department mortality rates to 17% in 2025 instead of 29% in 2023. The number of monthly operations also witnessed an increase of 42%, reaching 7,299 operations in 2025 instead of 5,153 operations in 2025. 2024.
As for the financial operation level, the performance of the Authority’s own resources has improved significantly, the budget deficit has decreased, and the Authority has also witnessed an increase in foreign exchange revenues.
With regard to the gains of health service providers, the system has paid great attention to service providers; The labor retention rate increased to 91% thanks to training programs and institutional support. Where Implementing 86,910 training courses for workers, including international training programs in Zurich, Japan, France, Italy, and Singapore, which contributed to raising the efficiency of medical teams and enabling them to keep pace with the best international practices.
