Under the patronage of Mohammed bin Rashid… honoring the winners of the Arab Government Excellence Award in its fourth session, next December 4, at the headquarters of the Arab League

Dubai, 1st December / WAM / Under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him, the headquarters of the Arab League in the Egyptian capital, Cairo, will host on December 4th a ceremony honoring the elite winners of the Arab Government Excellence Award, which was launched in 2019 at the initiative of the UAE government, and in partnership with the League of Arab States, and today represents the leading and effective Arab platform in advancing administrative development and government institutional excellence. It stimulates leadership thought and celebrates successful administrative and governmental experiences in Arab countries, in addition to the Arab Administrative Development Organization’s contribution to supporting the award in its infancy.
The ceremony enjoys high-level participation, in the presence of His Excellency Mohammed bin Abdullah Al Gergawi, Chairman of the Board of Trustees of the Arab Government Excellence Award, and His Excellency Ahmed Aboul Gheit, Secretary-General of the League of Arab States, along with members of the Award’s Board of Trustees, members of the jury, ambassadors of Arab countries, delegates of the League of Arab States, and representatives of a number of Arab governments, in addition to the award’s coordinators in the Arab countries and the winners.
The ceremony witnesses the honoring of winners in 16 categories, including institutional and individual awards, which reflects the comprehensiveness of the award and its keenness to cover various aspects of government performance, from leadership and management to services and innovation, while the current session witnesses the addition of the award for the best Arab initiative to eliminate bureaucracy.
His Excellency Mohammed bin Abdullah Al Gergawi said that the Arab Government Excellence Award, which embodies the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, in supporting and stimulating government efficiency and excellence, has become, with what it has achieved over four cycles, an important strategic platform for pushing the wheel of administrative development towards new horizons, establishing an institutional culture that enhances governments’ capabilities to innovate in providing services, and building clear and measurable performance standards within the development plans adopted by governments.
His Excellency added that the award represents, by honoring each year, a distinguished elite of institutions, leaders and government employees with outstanding performance and innovative projects in the service of people, as a bridge between Arab governments to exchange the best experiences and successful practices, and to encourage the transformation of policies into effective initiatives on the ground to support sustainable development steps and support strategic decision-making. The increasing increase in entries confirms the firm belief that investing in administrative cadres, digital transformation structures, and government excellence at all levels is an investment in the prosperity of societies.
His Excellency stressed that the elite honorees in each session of the award embody inspiring models for adopting bold and unconventional solutions that have a real direct impact on Arab societies and their progress, which encourages more high responsibility and institutional giving to serve stability and development.
The Arab Government Excellence Award is the first of its kind in the Arab world, and the largest in the Arab world in the field of development, improvement and administrative excellence. Since its launch in 2019, it has succeeded in creating a comprehensive movement to lead development and continuous change in government development in all its aspects, keeping pace with the transformations in the roles of governments arising from successive global developments, which requires accelerating the adoption of the latest innovations and practices.
The Arab Government Excellence Award includes individual awards and institutional awards, and is divided into 16 categories, after adding the category for the best Arab initiative to eliminate bureaucracy during the current session.
The individual awards include the categories of Best Arab Minister, Best Arab Governor, Best General Manager of an Arab Authority or Institution, Best Municipal Director in Arab Cities, Best Arab Government Employee, and Best Arab Female Government Employee.
As for the institutional awards, they include the categories of Best Arab Ministry, Best Arab Government Authority or Institution, Best Arab Government Initiative to Develop Government Work, Best Arab Government Initiative to Zero Bureaucracy, Best Arab Government Initiative to Empower Youth, Best Arab Government Initiative to Develop Education, Best Arab Government Initiative to Develop the Health Sector, Best Arab Government Project to Develop Infrastructure, Best Arab Government Initiative to Develop Community, and Best Arab Smart Government Application.
The diversity of the award categories confirms its belief in the comprehensiveness and integration of the system of excellence and achievement, as the categories were carefully chosen to target the main aspects of the processes of developing and reforming government work in various sectors in order to be compatible with the needs of the Arab citizen at the present time, which added a qualitative advantage to the efforts to explore the potential capabilities of each country and develop strategies and action plans based on the capabilities that were discovered.
The process of evaluating entries in the award is subject to 3 levels, including a jury, a technical team, and teams of evaluators, with the UAE excluded from participation.
This mechanism aims to achieve standards of transparency, neutrality, integrity and accuracy in the various stages of evaluation. The selection of the winner of the Best Arab Minister Award is carried out in coordination with a neutral international body specialized in these fields and in accordance with international standards.

The number of entries received by the Arab Government Excellence Award in its fourth edition rose to 14,390 Arab entries, up from 5,000 Arab entries in the first cycle, 8,300 entries in the second cycle, and 13,000 entries in the third cycle.
The current session also witnessed the reception of more than 6,670 nomination applications, all of which represent inspiring Arab models that were able to provide innovative solutions to develop government work in many Arab countries. This number jumped by more than 4 times the first session, in which nomination applications reached 1,500 applications, while in the second session there were 4,100 nomination applications, and in the third session, 5,200 applications.
In each session, the award witnesses a series of in-person and virtual workshops and seminars, which the award implements in partnership with a number of Arab governments to transfer advanced expertise and build the professional capabilities of government cadres.
These events focus on disseminating knowledge of quality and excellence in government work, and training participants on the latest practices that improve individual performance and the performance of public institutions and accelerate institutional transformation paths.
The workshops and seminars contribute to raising the efficiency of the participants and refining their practical skills, which enhances the quality of government agencies’ participation in the award and establishes a knowledge base applicable on the ground.
The workshops carry strategic objectives around the importance of measuring performance, adopting objective standards for excellence, and employing innovation to improve government services and maximize their impact on society.
The activities of the current session included the organization of more than 66 introductory seminars, in which the award team and experts in the fields of quality and institutional excellence participated, with the active presence of more than 16,200 employees and government officials from 21 Arab countries. This broad participation reflected a great desire for scientific and practical exchange of the best expertise and experiences among Arab government institutions.
The programs included three main themes of institutional excellence: functional excellence, professional project management, and leadership in providing government services.
The leadership workshops in government services received a wide response, which confirms that they are a starting point for implementing innovative ideas that contribute to improving customer experience and enhancing the efficiency of government performance.
The Arab Government Excellence Award played an important role in achieving the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, which is for Arab governments to adopt an approach of excellence to serve society and increase their global competitiveness. It embodied His Highness’s vision for the Arab world to be an advanced and pioneering nation concerned with building and empowering people in order to resume Arab civilization through effective governments that embrace innovation and work to develop their government performance and develop their natural and governmental resources.
The award highlighted successful administrative experiences in the Arab region, honored Arab government competencies, created positive leadership thinking in government sectors to adopt institutional excellence, and stimulated the process of renewing existing systems using smart technologies, which helps implement future government visions and strategies.
Since its launch, the award has strengthened Arab government cooperation and integration that seeks to modernize institutional work, improve its quality, and develop flexible and new government mechanisms that keep pace with changes and anticipate trends in creating a better future and building governments that serve the Arab citizen.
In its first edition, the award received about 5,000 Arab entries and more than 1,500 nominations, all of which contain Arab success stories that presented innovative thinking to develop government work in many Arab countries.
The first session of the award witnessed about 50 introductory seminars, in which more than a thousand officials and employees from more than 100 government agencies participated.
The first session honored 21 winners, 6 of whom were from the Kingdom of Saudi Arabia, 5 from the Kingdom of Bahrain, 4 from the Arab Republic of Egypt, 4 from the Hashemite Kingdom of Jordan, and one each from the State of Kuwait and the Sultanate of Oman.
In its second session, the Arab Government Excellence Award received 8,300 Arab entries, and the award received 4,100 nominations, which established its great status and importance in the Arab world and its ability to make a positive impact on aspects of Arab government work.
The second session witnessed 50 workshops with the participation of more than 10,400 employees and officials in the government sector from most Arab countries.
The second session of the award honored 21 winners, 6 of whom were from the Kingdom of Saudi Arabia, 3 from the Kingdom of Bahrain, 3 from the Arab Republic of Egypt, 2 from each of the Hashemite Kingdom of Jordan, the Sultanate of Oman, and the Republic of Iraq, and one each from the Republic of Tunisia, the State of Palestine, and the Kingdom of Morocco.
The third session of the Arab Government Excellence Award achieved unprecedented interaction, represented by more than 13,000 Arab participants, while the award received 5,200 nomination applications, while the number of participants in the introductory seminars organized by the award witnessed a record rise to 14,900 participants.
23 winners of Arab pioneering models were honored, 4 from each of the Kingdom of Saudi Arabia, the Arab Republic of Egypt, and the Hashemite Kingdom of Jordan, 3 from the Kingdom of Bahrain, 2 from each of the Sultanate of Oman, the Kingdom of Morocco, and the Republic of Iraq, and one each from the State of Qatar and the Islamic Republic of Mauritania.
The Arab Government Excellence Award represents an integrated government system based on the best international practices in the field of government work to encourage various government agencies and government employees in the Arab world to embrace excellence and efficiency and work to achieve a positive impact on society.
