Hold Shaqra Universityto strengthen its efforts to complete its initiatives in transitioning to the university system, and the Council took its decision after listening to the point of view of the Education and Scientific Research Committee, which was read by Council member and Chairman of the Committee, Dr. Nasser Tayaran, regarding the members’ observations and opinions that they expressed in a previous session regarding what was included in the annual report of Shaqra University for the academic year 2024 AD.
In its decision, the Council called on the university to develop its branches and evaluate their outputs, in a way that ensures efficiency, quality and sustainability, calling for work on Developing its system in the field of innovation and entrepreneurship.
Draft Copyright System
In another decision taken during this session, the Council voted to approve amending a number of articles of the draft Copyright System, regarding which the Shura Council Resolution No. 305/30, dated 11/21/1446 AH, was returned to the Council for study in accordance with Article (17). This came after the Council heard the report of the Culture, Sports and Tourism Committee. Regarding it, it was followed by Council Member and Chairman of the Committee, Dr. Hassan Al-Hazmi.
As part of the Council’s decisions during its eleventh regular session, the Council approved a draft memorandum of understanding between the General Authority of Civil Aviation in the Kingdom of Saudi Arabia and the African Civil Aviation Committee (the African bloc) for technical cooperation in the field of civil aviation.
The Council also approved a draft memorandum of understanding between the government of the Kingdom of Saudi Arabia and the government of the Republic of Estonia for cooperation in the field of encouraging direct investment.
In the same context, the Council approved a draft An agreement between the Kingdom of Saudi Arabia and the Kingdom of Morocco on the encouragement and mutual protection of investments.
The field of air transport services
And among the draft agreements included on the agenda of this session, the Council approved a draft agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Finland in the field of air transport services.
The Council discussed the annual report of King Khalid University for the academic year 2024 AD, after listening to a report submitted by the Education and Scientific Research Committee, followed by the Council member and Chairman of the Committee, Dr. Nasser Tayaran, regarding the contents of the report. After the committee’s report was put up for discussion, the members of the Council expressed a number of observations and opinions regarding what was included in the annual report of King Khalid University, where Shura Council member Abdullah Al Tawi pointed out the importance of the university hospital as it is an essential hub for teaching medicine, developing research, providing high-quality health care, and improving the economy and services of the region.
While Council member Dr. Hisham Al-Fares called on King Khalid University – in coordination with the competent authorities – to find an appropriate mechanism to benefit from the jobs of faculty members in theoretical specializations. Closed and directed to the required applied specializations.

In the same context, member of the Shura Council, Engineer Salem Al-Shahrani, pointed out the importance of establishing a permanent institutional framework linking King Khalid University with development projects in Asir, expanding operational agreements with the agencies implementing the projects, and working to enhance the alignment of academic programs with the future needs of the region.
In his intervention on the report, member of the Shura Council, Engineer Abdulaziz Al-Maliki, called on King Khalid University to study and develop a composite index for the impact of scientific research and innovation. It measures the number and percentage of patents and research outputs that have been converted into products of social and economic value.
In turn, member of the Shura Council, Dr. Mufleh Al-Qahtani, called on the university to coordinate with the relevant authorities to take steps to provide university education in the various governorates; Which will enhance sustainable development in the region.
At the end of the discussion, the committee asked to be given more time to study the opinions and proposals put forward by the members and to return its point of view to the council in a later session.
Prince Sattam bin Abdulaziz University
Within the context, the council discussed during this session the annual report of Prince Sattam bin Abdulaziz University for the academic year 2024 AD, after listening to a report submitted by the Education and Scientific Research Committee, followed by the council member and head of the committee, Dr. Nasser Aviation, regarding what was included in the university’s annual report.
After putting the committee’s report up for discussion, the council members expressed a number of observations and opinions regarding what was included in the annual report of Prince Sattam bin Abdulaziz University, where the Shura Council member, Dr. Abdullah Al-Najjar, called on the university, in coordination with the relevant authorities, to work on developing a long-term financing mechanism that supports the research and innovation system, and in a way that contributes to raising the economic and cognitive return and achieving funding sustainability for research and innovation.
While the council member indicated Shura Council member Dr. Mutaib Al-Mutairi, in his intervention, highlighted the importance of Prince Sattam bin Abdulaziz University investing in the relative advantage and size of opportunities associated with its location through the expansion of qualitative partnerships in its geographical surroundings.
In the context of interventions on the report, Shura Council member Dr. Faisal Al-Bawardi called on the university to develop a strategy for investing in the university’s infrastructure and its geographical location, to create sustainable sources of income, and to benefit from them in supporting the educational process, research and innovation.
Finding solutions for research supply
While Council member indicated Shura Council Dr. Amal Al-Hazani stressed the importance of studying finding solutions for research supply, such as investing in the university’s lands and studying endowment opportunities.
For his part, Shura Council member Dr. Abdulrahman Al-Jabr pointed out the importance of clarifying the methodology used in setting targets for performance indicators and taking into account the differences between these indicators in measuring the level of progress in achieving the university’s strategic goals.
Shura Council member Abdullah bin Aifan also pointed out the importance of Prince Sattam bin Abdulaziz University working To develop its strategic objectives to be more consistent with its institutional identity and link them to indicators specific to this identity to measure the extent to which these objectives have been achieved in its academic and societal environment.
