Dubai Police dismantles a dangerous international gang and arrests its leader

Dubai, 7 December / WAM / Dubai Police, under the supervision of the Ministry of Interior, contributed to dismantling a dangerous international criminal gang known as “Frascarsi” or “Witchcrafters”, after the arrest of its leader, “Marko Durdevic”, in Dubai, as part of the joint international operation “HARS” in coordination with “Europol” and with the participation of the Serbian Ministry of Interior and the Spanish National Police.
European, Serbian and Spanish reports praised the pivotal role of the Dubai Police in exchanging information and supporting investigations, noting the high level of technical readiness and procedural professionalism, which confirms the UAE’s position as a major partner in combating organized crime and terrorist financing at the international level.
The operation came within the framework of the UAE’s ongoing efforts to combat money laundering and terrorist financing, and to support international cooperation in confronting organized crime.
Dubai Police confirmed that the arrest was carried out in coordination with the Ministry of Interior and the Public Prosecution in Dubai, based on a red notice issued by Interpol, and in accordance with established legal procedures.
She explained that the move came after receiving information related to international investigations about widespread criminal conflicts between the Kavach and Scaliari gangs in the Balkan region, which since 2014 have caused a series of murders, arson, and bombings, resulting in about 60 victims in several countries.
Investigations led by the Serbian authorities into a crime that occurred on October 16, 2025 in Belgrade showed the involvement of the accused, “Marko Durdevic,” as the leader of the Kavaš-affiliated Frašarci gang. His whereabouts in Dubai were later determined and international cooperation procedures were initiated that resulted in his arrest, which constituted a major turning point in dismantling the leadership structure of the gang.
As part of Operation “HARS,” the competent authorities in Serbia arrested 10 defendants and carried out 22 raids in multiple regions, resulting in the seizure of encrypted phones, vehicles, luxury watches, and sums of money estimated at 300,000 euros.
Two defendants were also arrested in Spain during operations in Valencia and Barcelona, while Dubai Police contributed to the arrest of the gang leader in coordination with Europol, EUROJUST and the Serbian authorities, and completing the evidence required to follow up on international judicial procedures.
The Dubai Police General Command confirmed that the success of “HARS” reflects the country’s commitment to enhancing the security of international communities, establishing the rule of law, and supporting countries’ efforts to confront transnational criminal networks, in line with its vision of supporting global stability and peace.
Security cooperation data with Spain shows the implementation of 26 information exchanges between the two sides, which contributed to tracking international criminal networks and arresting 29 wanted persons during the last period, in addition to the implementation of 4 successful handover operations, which reflects the effectiveness of the security partnership and the depth of coordination between Dubai Police and the Spanish authorities.
