Muhammad Hussein Heikal was born on August 20, 1888, in the city of Mansoura to a wealthy family that valued science, and this had a great impact on his cultural formation. He graduated from the Khedive Law School in 1909 and obtained a doctorate. in law from the Sorbonne University in France in 1912, and he worked in law for 10 years after his return from France. He also worked in journalism and was influenced by the ideas of Ahmed Lotfy Al-Sayyid and adhered to his guidance. He was also influenced by the ideas of Sheikh Muhammad Abdou, Qasim Amin and others.
Heikal participated in the Committee of Thirty that drafted the 1923 Constitution, the first constitution issued in independent Egypt according to the February 28 statement. 1922.
Heikal was appointed editor-in-chief of the weekly newspaper Al-Seyassah in 1926, which was published by the Liberal Constitutional Party.
He was chosen as Minister of Education more than once: the first in the Ministry of Muhammad Mahmoud in 1938, and the second in 1940 in the Ministry of Hussein Sirri, and he remained there until 1942, then he returned and assumed this position again in the year 1944, and the Ministry of Social Affairs was added to it in 1945.
He was chosen as Vice-President of the Constitutional Liberals Party in 1941, then assumed the presidency of the party in 1943, and remained its president until the parties were abolished after the revolution of July 23, 1952.
Heikal assumed the presidency of the Senate from 1945 Until 1950, he also represented Egypt in signing the Arab League Charter in 1945, and he also headed the Egyptian delegation to the United Nations more than once.
