The Minister of Planning discusses with the European Investment Bank increasing blended financing

Dr. Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation, stressed the great importance of joint relations in light of the comprehensive partnership between Egypt and the European Union, as the bank plays a pivotal role in financing many projects in Egypt, whether for the government or the private sector.

This came during a meeting between Dr. Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation, with Lionel Rabail, Director of European Neighborhood Countries Operations at the European Investment Bank; To discuss the results of the bank’s visit to Egypt, which witnessed the holding of many meetings and bilateral meetings with government agencies and others, in addition to reviewing developments in the existing cooperation between the two sides in infrastructure projects, green transformation, and supporting the private sector.

 

At the beginning of the meeting – which came on the sidelines of the official visit of the bank delegation to Cairo from 7 to 11 December 2025, in the presence of Guido Clari, head of the European Investment Bank’s Regional Centre. In Cairo, and a number of bank officials – the Minister of Planning, Economic Development and International Cooperation welcomed the delegation of the European Investment Bank to Egypt.

 

Al-Mashat explained that the current cooperation portfolio with the bank amounts to about 2.7 billion euros, in addition to development grants worth 108.3 million euros, being implemented through the implementation of 15 projects in the fields of transport, environment, sanitation, civil aviation, food security and energy, explaining that the bank plays a major role in financing the private sector in Egypt. Financing has reached more than 7 billion euros since the start of its operations in 1979, directed mainly to developing small and medium enterprises and supporting the expansion of large companies.

 

She indicated that the period from 2020 – 2024 witnessed a significant development in relations with the bank, which was reflected in directing credit lines to Egyptian banks worth more than 3 billion euros, which contributed to financing more than 13,000 small, medium, and micro projects, in addition to the bank’s contributions to local and regional investment funds.

 

She noted that partnership developments were discussed within the framework of implementing the sustainable transport axis within the national platform of the “Novi” program, which includes the implementation of many projects. Sustainable transportation in light of the state’s efforts for green transformation in the sector, in addition to discussing the role of the bank’s regional center in Egypt, which is considered a center for strengthening relations with the government and the private sector and creating multilateral partnerships with other countries.

 

She pointed out that the meeting witnessed the discussion of a number of future areas of cooperation, including a project for coastal pollution reduction projects, financing Ministry of Housing projects, in addition to cooperation in the electrical interconnection project with Jordan, as well as the expected cooperation in the health sector with Vaxera Company, And irrigation projects in Upper Egypt, in addition to debt swap programs for development.

 

The Minister stressed the importance of maximizing the benefit of the European Investment Bank’s regional center in Cairo and its role in supporting tripartite cooperation and south-south cooperation.

 

It is worth noting that since the beginning of relations with the European Investment Bank, in 1979, the bank has pumped investments worth 13.7 billion euros, To finance about 118 projects for the government and private sectors.
