المملكة: Starting from April 2026… Required disclosure 6 months in advance for major development projects in Al-Jawf

The Strategic Center for the Development of Al-Jawf Region proposed a governance policy Major development projects in the region through the “Reconnaissance” platform, in a step aimed at organizing the application mechanism for development projects in accordance with the principle of early notification and approved standards, and enhancing prior coordination with service agencies, to ensure infrastructure integration, quality implementation, and achieving a sustainable development impact.
The center explained that the policy includes all development projects falling within Service sectors, the secretariat, municipalities, investors, individuals, the private sector, and real estate owners, in addition to government agencies wishing to implement development projects within their jurisdictions, so that all of these projects are subject to unified standards and procedures that guarantee justice, transparency, and achieving institutional integration.
The center stressed that the policy is based on a set of basic principles, the most prominent of which are transparency and procedural clarity, by managing the application, review, and approval processes according to procedures. Documented and clear, in addition to enhancing institutional integration and effective coordination between government agencies and investors, ensuring that projects are consistent with approved development plans, preventing conflict between them, and ensuring infrastructure readiness in parallel with the launch of projects.
Early Disclosure Policy
With regard to entry criteria, the Center explained that the policy applies to projects whose land area is not less than 20 thousand square meters, or whose investment cost is 15 million riyals or more, and includes commercial and educational establishments. and sanitary facilities, with the exception of warehouses from early disclosure requirements.
The policy stipulates that project owners in the public and private sectors are obligated to make early disclosure of the implementation of major projects at least six months before the implementation date, with the policy starting to be implemented as of April 1, 2026, stressing that compliance with its provisions is a mandatory condition for all entities included in its scope.
The Center stressed that each concerned party bears full responsibility for the compatibility of its activities. And its projects with the requirements of the policy, and to take the necessary measures to ensure full compliance, with a commitment to cooperate and provide the required information and documents to the Strategic Office or the authorities authorized to follow up on compliance.
The policy granted the Strategic Office for the Development of the Al-Jawf Region the right to take the necessary corrective measures or submit appropriate recommendations to the competent authorities when any shortcoming or violation is detected, stressing that this policy is complementary to other relevant regulations and instructions, and any clause that conflicts with a regulatory requirement issued by a higher regulatory instrument will be cancelled, within the framework of strengthening governance and raising the efficiency of projects.
