The National Bank calls for the establishment of a national fund for alimony and a “federal consolation allotment” that will be automatically disbursed to widows.

Today, during its discussion of the topic “Protecting the Family, Its Concept and Entity,” the Federal National Council called for amending the executive regulations of Federal Decree Law No. 23 of 2024 regarding social support and empowerment by adding provisions stipulating the automatic disbursement of a “Federal Consolation Allowance” to the widow within ten days from the date of notification of the death incident, in addition to a national fund for maintenance.

In its recommendations related to the axis of “Social Changes and Their Impact on Family Stability,” the Council called for the issuance of a decision by the Council of Ministers based on Federal Decree Law No. 23 of 2024 regarding social support and empowerment to establish a “National System for Immediate Electronic Notification of Death Incidents” that specifies the competencies of participating agencies and electronic linkage mechanisms, as well as the establishment of an integrated federal platform under the name “The Leader Widow” concerned with empowering widows and enhancing their role in building the family and society.

The Council’s recommendations called for the introduction of a unified federal system for the right of “housing for widows” after the death of their husbands, guaranteeing them residence in the marital home with the possibility of a temporary extension or conditional use after the waiting period in the event that a suitable housing alternative is not available.

The Council also recommended the establishment of a national alimony fund that would ensure immediate and continuous disbursement of the allocated expenses to the beneficiaries, in cases where the husband is unable to pay alimony, with the possibility of recourse to the husband for the amounts disbursed and in the prescribed legal ways, in addition to developing programs for fathers after separation to attend free “psychological and social” counseling sessions that focus on enhancing cooperation between parents for the benefit of the children.
