The amendments included a fundamental replacement of legal terminology to ensure consistency in government regulations, as the phrase “investment license” was changed to “registration with the Ministry of Investment,” which removes duplication of requirements and recognizes registration as an official document sufficient to practice activity for foreign investors.
Electronic application for import
The updated regulations obligated importers wishing to bring vegetables And fresh fruits to the Kingdom by submitting an electronic application to obtain an import permit, provided that the importer must be a licensed Saudi entity, or a foreign investor who has completed the “registration” procedures with the Ministry of Investment, without violating the requirements of the Gulf agricultural quarantine.The amendments did not ignore the promising “aquaculture” sector, as Article 208 stipulated the necessity of foreign investors wishing to establish projects in this field to obtain “registration” with The Ministry of Investment is a basic condition, while the Ministry’s licenses for individuals and local companies continue.
Through this step, the Ministry seeks to simplify the investor’s journey and reduce bureaucratic procedures for the flow of plant products and food security projects, while maintaining the highest standards of safety and quality, and ensuring that investment systems in the Kingdom are applied in a consistent and unified manner.
