Headed by Mansour bin Mohammed, the Supreme Committee for the Protection of the Rights of People of Determination reviews the 2026 action plan and discusses strategic projects to enhance inclusion.

DUBAI, 13 February, 2017 (WAM) – His Highness Sheikh Mansour bin Mohammed bin Rashid Al Maktoum, Chairman of the Supreme Committee for the Protection of the Rights of People of Determination, chaired the committee meeting, which was held in the historic Shindagha neighbourhood, in the presence of members of the committee and representatives of relevant government agencies, within the framework of following up on the implementation of the goals of protecting the rights of people of determination and enhancing institutional integration in a way that consolidates Dubai’s position as an inclusive city that places people at the heart of development.
His Highness said: “Protecting the rights of people of determination is a national responsibility that requires integrated institutional work, based on developing policies, integrating services, and field follow-up, to ensure the empowerment of people of determination, enhancing their quality of life, and consolidating their effective participation in society. We stress the importance of unifying efforts among the concerned authorities to transform plans and initiatives into a tangible impact that reflects positively on the lives of people of determination and their families.”
His Highness added: “We are keen to ensure that all policies, initiatives and services provided to people of determination are based on the foundations of justice, equal opportunities and sustainability, in a way that enhances their independence and enables them to fully exercise their roles in various areas of life. We are also working to develop an integrated system that focuses on innovation and community partnership, to ensure the provision of quality services that meet their present needs and anticipate their future aspirations.”
During the meeting, the work plan of the Supreme Committee for the Protection of the Rights of People of Determination for the year 2026 was reviewed, which includes the implementation of approximately 30 initiatives and projects by member agencies, and focuses on enhancing the quality of life, integrating services, and measuring social impact, within an institutional framework that ensures sustainability and governance.
The Community Development Authority reviewed the “Yusser” service package initiative for people of determination, which aims to provide an integrated system of proactive services to support and empower people of determination and their families in the Emirate of Dubai, in a way that enhances their quality of life and ensures their effective integration into society, in line with Dubai’s social agenda and the emirate’s vision of providing smart and interconnected government services.
The “Yusser” package includes health, social and community services, in addition to financial benefits, exemptions and facilities, cards and supportive benefits, in addition to a unified digital guide and a smart assistant that facilitates the customer’s journey and unifies the experience of obtaining services across the relevant authorities. The initiative aims to provide services through a unified platform, provide proactive services that anticipate the needs of people of determination, and achieve a 100% digital transformation of services, which enhances ease of access and improves the customer experience. The initiative also provides more than 102 services, and provides 47 privileges and supportive facilities.
The “Yusser” package embodies an advanced model for integrating government efforts, as it was developed and implemented in partnership with a number of governmental and semi-governmental agencies, ensuring the provision of a comprehensive and interconnected system of services that reflects the commitment of the partner agencies to enhancing the quality of life for people of determination, and supporting their effective integration into society through smart services that proactively respond to their needs. The entities participating in the implementation of “Yusser” include: Dubai Health Authority, Dubai Customs, Dubai Endowments, Knowledge and Human Development Authority, Dubai Health, Dubai Government Human Resources Department, Dubai Autism Centre, Dubai Sports Council, Dubai Courts, Dubai Corporation for Ambulance Services, Roads and Transport Authority, Dubai Electricity and Water Authority, Mohammed bin Rashid Housing Establishment, Digital Dubai, Dubai Police, Parkin, Dubai Land Department, Dubai Culture and Arts Authority, and Administration. The General Directorate of Residency and Foreigners Affairs in Dubai, the General Command of Civil Defense in Dubai, the Dubai Club for People of Determination, Dubai Municipality, Dubai Airports, SALIC, the Dubai Women’s Establishment, and the Ministry of Family.
Her Excellency Hessa bint Issa Buhumaid, Director General of the Community Development Authority in Dubai, said: “Protecting the rights of people of determination represents a firm national priority that stems from the vision of the wise leadership in establishing the principle of equal opportunities and promoting community inclusion. The work of the Supreme Committee comes as an effective coordination platform that ensures the integration of efforts between government agencies, and transforms policies into qualitative initiatives that create a tangible impact on the lives of people of determination and their families, and contribute to building a more efficient and sustainable social system.”
The Roads and Transport Authority reviewed its projects aimed at developing an integrated transportation system that includes infrastructure and smart services, in a way that enhances the ease of movement, the independence of people of determination, and their quality of life. The meeting also discussed Dubai Municipality’s efforts to develop public facilities and spaces in accordance with comprehensive accessibility standards, in a way that supports community integration and keeps pace with the emirate’s aspirations for inclusive urban planning.
The committee also reviewed the most prominent achievements achieved, most notably the “Dubai Communicates with Sign Language” initiative launched by His Highness Sheikh Mansour bin Mohammed bin Rashid Al Maktoum, under the umbrella of Dubai Social Agenda 33. The initiative was a qualitative milestone that culminated in setting a new world record in the Guinness Book of Records, through the Dubai Community Development Authority organizing the largest virtual lesson in Emirati sign language, an achievement that embodies Dubai’s leadership in promoting inclusive communication and establishing a culture of inclusion. Community.
At the conclusion of the meeting, the committee confirmed that the next phase will focus on enhancing integration between entities, accelerating the implementation of initiatives, and measuring impact, in a way that translates policies into tangible results, and strengthens Dubai’s leadership as a global model in protecting the rights of people of determination and building a more inclusive and sustainable society.
