المملكة: Urgent – “Transport”: 3 hours maximum period for parcel delivery… and the code is “mandatory”

The General Authority for Transport proposed fundamental amendments to the executive regulations of the postal system via the “Estalaa” platform, which included reducing delivery times and tightening licensing controls, with the aim of raising the efficiency of the sector, improving the experience of beneficiaries, and preserving their rights.

The new draft highlighted the obligation to Shipping companies specify an accurate time frame for delivering shipments that does not exceed three hours, while giving the beneficiary the freedom to choose the appropriate period for him, whether morning or evening, to end the suffering of the long wait.

Reliable electronic verification methods

The amendments required the adoption of Extensive permissionsto comment or Cancellation of licensesin specific cases, including the bankruptcy of the service provider, cessation of activity for a continuous period of six months, or harm to national and security interests.

The regulations regulated the mechanisms for contracting service providers with external parties, stipulating that all licensed services should not be delegated to others, while holding the main operator fully legally responsible before the Authority and the beneficiaries for any emerging obligations.

The controls were tightened over the payment of the financial compensation due to the Authority as a basic condition for the continuation of Licensing, considering exceeding the scope of authorized services or violating the terms of the license as a violation that requires legal accountability in accordance with the new provisions.

These regulatory moves aim to address the current operational challenges facing the sector, and create a fair competitive environment that guarantees the rights of all parties and improves the quality of logistics services provided in the Kingdom.
