The second National Council for Combating Drugs discusses the topic "The family between contemporary challenges and creating the future"

Dubai, February 23 / WAM / The National Anti-Narcotics Agency organized the second Ramadan Council for the year (2026) in Dubai, as part of the Ramadan Councils held under the slogan “A Conscious Family… A Safe Homeland”, in the presence of an elite group of officials and specialists, based on the importance of the family in enhancing societal awareness and preparing a generation capable of facing challenges and creating a safer and more stable future.

The council was hosted by Her Excellency Aisha Mohammed Al-Mulla, and moderated by media personality Fahd Abdullah Haikal, during which Dr. Hamad Abdullah Al-Ghafri, President of the International Society of Addiction Medicine, Brigadier Abdul Rahman Sharaf Al-Maamari, Director of the International Hemaya Center at the General Department of Narcotics Control of Dubai Police, and Dr. Lamia Al-Zaabi from the National Narcotics Control Agency, spoke during the session.

The participants stressed that contemporary challenges, whether technical, social or intellectual, impose on the family double responsibilities in enhancing awareness and positive control, and instilling national values ​​in the souls of children, in order to achieve a balance between openness to the world and preserving identity and constants.

They also emphasized that building a conscious family represents the cornerstone of protecting society, and that the partnership between the family and national and security institutions constitutes an integrated system to enhance the nation’s security and stability, in line with the UAE’s vision of investing in people and creating a safe and sustainable future.

The Council reviewed the most prominent challenges facing families today, especially with the rapid technical development and the influence of social media, in addition to the social and intellectual variables that may be reflected in children’s behavior. The speakers stressed the importance of open family dialogue, building trust, and enhancing children’s critical thinking skills, as a first line of defense against behavioral deviations.

The Council discussed the role of daily habits within the home in consolidating the values ​​of discipline, respect, and assuming responsibility, stressing that good example, continuous follow-up, and setting clear and agreed-upon controls represent practical tools for creating positive, sustainable behavior inside and outside the family.

The speakers pointed out the importance of developing decision-making skills, enhancing self-confidence, and involving children in assuming responsibilities appropriate to their ages, in addition to benefiting from family empowerment programs that contribute to preparing a generation capable of facing challenges with steadfastness and poise.

The Council also addressed the importance of legal legislation in supporting the role of the family in prevention, pointing to what was confirmed by Article (89) of Federal Decree Law No. (30) of (2021) regarding combating narcotic substances and psychotropic substances, which gives the family the opportunity to take the initiative to seek treatment and report before reaching legal accountability, which reinforces the concept of prevention and early intervention.

The speakers stressed the importance of early detection of signs of abuse, and the necessity of benefiting from therapeutic and rehabilitation programs that are based on confidentiality and respect for privacy, which encourages families to seek help, embrace those in recovery, and integrate them into society in a positive way.

The role of family empowerment programs in preparing a generation that is aware of the challenges surrounding it and capable of dealing with them steadfastly, through developing life skills, enhancing awareness of risks, and consolidating the values ​​of responsibility, was also emphasized.
