An increase in the number of international legal consulting offices operating in Dubai during the first quarter

The Dubai Government Legal Affairs Department revealed an increase in the licensing of international legal consulting offices operating in the Emirate of Dubai during the first quarter of this year, as the number of offices licensed by the end of March 2026 reached (86) international offices that own several branches around the world, an increase of 2.3% compared to international offices licensed until the end of last year 2025, which reflects the 100% registration and licensing business sustainability index.
The department stated in its quarterly report that (89) legal consultants were registered during that period of the current year, bringing the total number of legal consultants to (3433) legal consultants registered in the roster of practicing consultants, who practice the profession in accordance with the regulations and decisions in force in the emirate, through (139) offices licensed to practice the legal consulting profession, which reflects the expansion in attracting legal competencies and strengthening the professional system, as international offices represent 61.8% of the total legal consulting offices licensed in the emirate.
The report pointed to the diversity of nationalities and experiences that provide legal consulting services in the emirate, as the legal advisors registered in it belong to (91) Arab and foreign nationalities, which reflects the diversity of experiences in the legal systems represented by those nationalities registered in the department, as this diversity is linked to the nature of the emirate, which is an important and active center of the global economy, and the legal services that this requires in a competitive environment with multiple experiences and nationalities.
Global investment environment
For his part, Dr. Louay Mohammed Belhoul, Director General of the Dubai Government Legal Affairs Department, pointed out that maintaining levels of growth and sustainability in this professional legal sector, as one of the investment sectors in the emirate, comes as a translation of the visions and directives of the wise leadership to provide the capabilities and flexible policies that make Dubai the ideal investment destination, and the leading and globally trusted model for practicing legal work, through the flexibility of legislation, the diversity of economic facilities, and the strength and effectiveness of government strategies that include all sectors of entrepreneurship.
He explained that the licensing of international legal offices in Dubai is directly linked to the distinguished investment climate of the emirate, which requires the diversity of professional expertise and legal specializations to meet the needs of investors in a city that is a regional center for many global economic activities, as this diversity contributes to supporting the investment sector and enabling it to carry out its work, while ensuring the availability of various legal fields required to support Dubai’s global position, which is what the department is keen to create the elements of a competitive environment, from legislative development, flexibility of procedures, and automation of services that save time and effort of customers; This will be reflected in stimulating the professional legal sector in the emirate and enhancing its professional reputation.
