Acknowledged Ministry of Municipalities and Housing A detailed table of penalties for municipal violations, with the aim of tightening control over commercial and service activities, and raising the level of compliance with regulatory, technical and health requirements, with a precise definition of the ranges of fines according to the type and seriousness of the violation, ensuring the protection of public facilities and improving the urban landscape.

The table reveals an expanded system of penalties covering various aspects of municipal work, starting with violations of licenses and practicing activities, and continuing operational, technical and health requirements, up to excavation works and encroachments on roads and public facilities, with fines varying between hundreds of riyals and tens of thousands.

In the introduction to violations, the Ministry emphasized Violationsof licenses, as fines ranging between 10,000 and 50,000 riyals were imposed for practicing any activity without obtaining Municipal license, or continuing to practice the activity after the expiration of the license, or practicing an activity that is contrary to what was licensed for.

This category included practicing an activity without obtaining a license from the supervising authority, or operating activities outside of regular times without a permit, in addition to the absence of the licensed facility on the ground, or using power generators or cooling devices that cause visual distortions.

The next category of penalties included fines ranging from one thousand to five thousand riyals, and included a long list of violations related to the operation and equipment inside the facilities, the most prominent of which was practicing an additional activity not included in the license, using unauthorized means of delivery, and not conforming the area of the facility to what is approved in the license.

It included placing unlicensed stickers on the facades, the absence or lack of clarity of the “QR” code, the absence of a health control record, or tampering. The violations extended to include aspects of design and construction, such as violating the requirements for floors, walls, and ceilings, and not maintaining them, or not adhering to the installation of glass facades according to the requirements, or the presence of defects in the glass, or constructing non-compliant stairs.

They included failure to separate activities within the facility, or the absence of air curtains in sanitary activities, or a violation of Requirements for doors, chimneys, air conditioning, ventilation and lighting, in addition to the non-compliance of shelves and accounting units with the requirements.

It also included not providing tools or means of storing them, not maintaining equipment, storing customers’ tools in an improper manner, not providing waiting areas, violating the requirements of surveillance cameras and places designated for women, or not adhering to the standards and calibration of measuring devices.

Violations were also observed related to not providing insect traps or Identical waste containers, placing products on the floor, violating bathroom requirements, or having unauthorized publications in the prayer halls within the complexes.

With regard to public health, the regulations imposed fines for not cleaning tools or devices, not applying sterilization and disinfection, not providing waste containers with bags, or accumulating waste and not disposing of it promptly.

The violations included failure to adhere to comprehensive hygiene rules, water leakage from air conditioning or sewage systems, poor cleanliness of water tanks, placing means that prevent parking in front of stores, or not displaying the required data inside the facility.

They included As well as the entry of unauthorized persons into work areas, or the display of goods on cash desks, or the presence of writings and stickers on the facades in a manner that is inconsistent.

The table specified violations with fines ranging from 200 to a thousand riyals, which included practicing activity outside the scope of the license, or using sidewalks without a permit, or violating the requirements for comprehensive access for people with disabilities, or violating water, electricity, and gas installations and not maintaining them.

It also included not covering water tanks tightly, or having inspection rooms inside the facility, or not sterilizing tools, or reusing tools once, or violating safety requirements, or poor cleanliness of cycles. Water.

It also included employing workers without health certificates or with expired certificates, not closing water containers tightly, creating an unhealthy environment, having animals in unauthorized facilities, or practicing slaughter in unlicensed locations.

This category included violations such as not providing paper towels or drying devices, not providing covered waste containers, or violating the requirements of the prayer halls and not maintaining them.

With regard to drilling work, the Ministry imposed fines ranging from two thousand to ten thousand riyals for working without a license, not renewing the license, not removing drilling waste, or not installing safety and warning devices.

The violations also included damaging public facilities, such as children’s toys, umbrellas, seats, or crops, or tampering with waste containers, or the presence of exposed electrical extensions or dangerous faults.

Fines of one thousand to one thousand were imposed. 5 thousand riyals for failure to maintain work sites, the absence of information signs, or damage to roads and lighting poles.

The regulations approved fines ranging from 6,000 to 30,000 riyals for blocking streets without a permit, not adhering to the requirements of service routes, or executing excavations with unqualified contractors.

The fines included 4,000 to 20,000 riyals for throwing excavation waste, or placing temporary facilities outside the scope of the license, and from 3,000 to 15,000 riyals for tampering with road signs.

The violations also included failure to return the signs. traffic after the completion of projects, the absence of regular signs, the failure to provide warning lighting, or the lack of clarity of road and pedestrian paths.
