The Ministry of Hajj and Umrah revealed a package of regulatory instructions to control services Accommodation of foreign pilgrims in the Holy Sites, focused in large part on regulating the behavior of the pilgrim inside the camps, ensuring his safety, and preventing randomness in movement or residence.

In this context, the instructions stressed that the pilgrim is obligated to stick to the camp designated for him only, while preventing the entry of any persons who are not affiliated with the same campaign or who are irregular, in addition to regulating entry and exit from the camps through continuous monitoring of the gates.

It also stressed the necessity of preventing overcrowding at CampsFor camps or in the corridors, and not allowing sleeping or sitting outside the scope of the camp, while obliging service companies to follow up on these cases immediately through field supervisors who are available around the clock.

With regard to safety, the instructions stipulated prohibiting the use of liquefied petroleum gases for cooking purposes inside the holy sites, with an emphasis on the use of fire-resistant tents, especially in the Arafat site, within the framework of strengthening prevention measures and reducing risks.

She explained that Spaces inside the camps are subject to careful distribution according to the numbers of Pilgrims, which imposes adherence to the specified sites and not exceeding them, while water and electricity services are managed according to a specific organization and in coordination with the competent authorities, while preventing any random use of energy or water sources.

The instructions also included providing security guards around the clock inside the camps, organizing the movement of pilgrims, and immediately reporting any violations, to ensure that discipline is maintained within the sites.

In the rest of the regulatory instructions, the Ministry stressed the commitment of service providing companies to fully adhere to the designated sites. And not to encroach on other sites or make any modifications or additions except after obtaining the necessary permits from the competent authorities.

It stressed the prohibition of transferring or exchanging lands between companies except after official approval, with the Ministry having the right to withdraw sites or part of them in the event of a decrease in the number of pilgrims, and obligating companies to remove any existing constructions without demanding compensation.

It also obligated companies to submit detailed plans for the distribution of hospitality centers using geographical information systems (GIS) and (AutoCAD) plans. Within specific time periods for approval, with full compliance with what is approved and not violating it.

The instructions dealt with the operational aspects related to infrastructure, as they required coordination with service agencies to connect water and electricity in a regular manner, and submitting requests to increase electrical loads through accredited consulting offices, while preventing the use of non-designated sources.

With regard to cleanliness, they stressed the necessity of transporting camp preparation waste before the season, and removal waste after its end to the specified sites, and obtaining evacuation certificates. A party proving that the sites were delivered clean, bearing any fines resulting from violations.

It also stressed not to establish camps above flood channels or ferries, and to prevent the entry of vehicles loaded with equipment over them, due to the risks that may result from that, in addition to adhering to all instructions issued by the official authorities participating in organizing the Hajj season.

The instructions concluded by emphasizing the necessity of returning any spaces surplus to the companies’ needs to the competent authorities immediately, within the framework of ensuring optimal use of the sites within the Masha’ir.
