المملكة: Urgent – 10 million riyals penalty for tampering with waste… and cancellation of licenses for violators

Imposing fines
The organization stated that the center has the authority to impose direct fines not exceeding one hundred thousand riyals for non-serious violations.
It indicated the possibility of review committees imposing a daily fine not exceeding ten percent of the value of the original violation if it continues.
The regulatory document pointed out that the size of economic establishments should be taken into account when imposing penalties. For violations with low and medium risks.
Fines are collected at a rate of twenty-five percent for micro-enterprises, with the percentage gradually reaching one hundred percent for large enterprises.
The explanatory table revealed the classification of practicing hazardous waste activities without a license, or disposing of them in undesignated sites, as very serious violations that require fines ranging from one million to ten million riyals.
The regulation warned against practicing any activity related to waste management without a permit, or Resorting to open burning, or importing hazardous waste, stipulates strict penalties that include cancellation of licenses.
Fines for Individuals
At the individual level, the organization indicated the imposition of fines starting from one hundred riyals and up to one thousand riyals for throwing waste while walking or from vehicle windows.
The organization also stipulated that individuals be punished for digging up waste containers and scattering their contents with fines of up to ten thousand riyals.
The organization stressed the punishment of wrong practices. Such as dumping construction and renovation waste on others’ lands and public places, with fines of up to one hundred thousand riyals.
The approved rules added that the serious violations specified in Article Twenty-Nine are referred directly to the competent court and the Public Prosecution is responsible for investigating and prosecuting them.
The rules emphasized doubling the fines in the event of a repeated violation within three years of obtaining the final ruling.
The procedures allowed the committees examining violations to include their decisions. Publish a summary of the penalty at the violator’s expense in a local newspaper or any appropriate means, to achieve general deterrence.
