And in a poll conducted by “Al-Youm,” People expressed their opinions on the subject.
Unacceptable Behavior
Ahmed Suleiman Al-Tayeh confirmed that taking over public parking lots or causing damage to other people’s vehicles by parking in front of homes is considered unacceptable behavior, and contradicts the teachings of Islam and the values of society.
He explained that respecting the right of one’s neighbor is one of the principles urged by the Messenger, peace and blessings be upon him, pointing out that a person must show patience and tolerance, especially when there are guests or crowding. Some people are forced to stand in public places.
He added that some actions, such as damaging car tires or tampering with vehicles due to parking, have nothing to do with Islamic law or morals and values, stressing his categorical rejection of these practices.
He pointed out that streets and public parking are a right for everyone, and are not the property of anyone, calling for resorting to morals, chivalry, and chivalry, and emulating the commandments of the Prophet, peace and blessings of God be upon him, regarding good neighbourliness.
He concluded his speech by emphasizing the The Kingdom, as an Islamic country and a starting point for the message of Islam, should be a model in applying the values of coexistence and mutual respect among members of society.
Regulating parking
Ahmed Ali Al-Shawaf stressed that any person has the right to use public parking, unless it is designated or officially rented from the competent authority, indicating that reserving parking by placing barriers or vehicles with the aim of preventing others from using them is considered irregular behavior.
He explained that the streets and public parking are followed by It belongs to the municipality, and no individual has the right to acquire it or allocate it for himself, pointing out that some people intend to reserve more than one parking space using vehicles or barriers, which is unacceptable.
He suggested organizing parking in the markets through a system of hourly or monthly subscriptions, with clearly defining parking locations, so that each parking spot is allocated to one vehicle, which contributes to regulating movement and reducing violations.
He added that residential neighborhoods also need regulation that prevents the reservation of public parking in front of homes, stressing that the homeowner does not have the right to prevent others from parking in public parking or to place barriers or any means to reserve it, because it is public property subject to the regulation of the competent authorities.
Infringements on rights
Jassem Mohammed Bou Said stressed his rejection of the method of reserving public parking spaces or placing barriers to prevent others from parking, pointing out that this behavior does not reflect the spirit of cooperation and good neighborliness.
He explained that many cases of parking are temporary for only a few minutes, calling for mercy and understanding, as the person may be entering to fulfill a quick need or to wait for a member of his family.
He added that some neighbors react with excessive nervousness towards parking in front of Their homes, and some of them may even threaten to damage vehicles, which is unacceptable and not consistent with social and moral values.
Bou Said stressed the importance of spreading a culture of tolerance and respect for others, stressing that public parking must remain available to everyone within a framework of mutual respect and good dealings between neighbors.
Hajm Ahmed Abdullah said: I do not really know the reason for the emergence of this phenomenon. For example, for a person to place a barrier in front of his house to reserve a car parking space, this is unjustified. In the end, this is public property belonging to the municipality, and I do not have the legal right to place anything in front of my house and say that this parking lot is private. In my car.
Saad Al-Shammari said: “If the placement of bumpers or warning and guidance signs obstructs traffic or affects the smoothness of the road, then this is a major problem. On the other hand, some residents of homes, especially those close to vital sites such as mosques, complexes, or commercial activities, suffer from road users not adhering to the privacy of homes, as they may be parked in front of their entrances, hindering the exit or entry of vehicles, and this is also a real problem.
Visual distortion
The placement of bumpers or Random barriers are considered a visual distortion, and may get homeowners into trouble, because it may constitute an assault on the smoothness of the road, and at the same time it is linked to preserving the privacy of the home. Therefore, this matter must be clearly regulated by the competent authorities, such as the region’s secretariat and the authorities concerned with urban planning, after conducting studies that take into account the number of paths, the flow of movement, and the density of road use.
It is not logical for a vital street to witness heavy traffic, and then movement therein is restricted or obstructed due to these practices, because that causes many problems, and in general, this issue remains thorny and has multiple dimensions; Homeowners see that they have the right to protect the entrances to their homes, while road users see that placing barriers is a transgression of the boundaries of home ownership and an exploitation of public facilities. We hope that the coming period will witness clearer regulation of this issue in a way that achieves a balance between the rights of everyone. Of parking spaces or to acquire them completely, what we only need is to allocate two parking spaces in front of some commercial activities that require it.
For example, furniture and bedroom stores sell large and heavy products, which requires the presence of a designated parking lot for loading goods, in addition to another parking lot for customer service. This is the main suffering that we face.
He continued: It is true that the current regulations do not give us the right to reserve public parking, but we hope for a regulation that allows allocating a limited number of parking spaces for some commercial activities, in a way that achieves a balance between the public interest and limits the commercial harm that may befall the owners of these stores.”
