The United States of America expressed its gratitude to His Royal Highness Prince Muhammad bin Salman bin Abdulaziz Al Saud, Crown Prince, Prime Minister, for his wise leadership and care for hosting bilateral talks with Russian and Ukrainian delegations in Riyadh from 23 to 25 March 2025, which took place in an atmosphere of constructive cooperation and mutual respect, resulted in a set of agreements that contribute to promoting stability and regional and international security. The White House said in a statement: The talks once again demonstrated the role of the Kingdom of Saudi Arabia as a major mediator that contributes to promoting peace and stability in the region. According to the statement, the United States and Russia agreed to ensure safe navigation in the Black Sea, while committing to avoiding the use of force or directing military strikes, and ensuring that commercial ships are not used for military purposes, explaining that the United States will work with Russia to facilitate restoring its ability to reach the global market to export agricultural materials and fertilizers, by reducing the costs of maritime insurance and enhancing access to ports and payment systems for export transactions. It was also agreed to implement the necessary measures to achieve what was agreed upon between Presidents Trump and Putin, regarding the prohibition of targeting energy facilities in Russia and Ukraine. The two parties welcomed the good endeavors made by third countries to support the implementation of agreements for energy and maritime navigation. While the United States and Russia affirmed their joint commitment to continuing to work to achieve permanent and sustainable peace in the region. The United States and Ukraine agreed to ensure safe navigation in the Black Sea while avoiding the use of commercial ships for military purposes. The United States affirmed its commitment to help reaching an agreement on the exchange of prisoners, and the release of civilian detainees, in addition to returning Ukrainian children who were enforced to Russia. It was agreed to implement the necessary measures to activate the agreement between President Trump and Zelinski on the ban on targeting energy facilities in Russia and Ukraine. The United States and Ukraine expressed their welcome to the efforts made by third countries in facilitating the implementation of agreements related to energy and maritime navigation, and stressed their intention to work continuously towards achieving sustainable peace in the region.
