Afghanistan: A UN report documenting the violations of the de facto authorities of the forcibly returning to the country

The report issued today, Thursday, concluded by the United Nations Assistance Mission in Afghanistan and the United Nations Office for Human Rights that the categories of returnees to the country – are especially exposed to the risk of revenge and other human rights violations by the fait accompli authorities – include women and girls, individuals associated with the previous government and its security forces, media workers, and civil society.

The United Nations High Commissioner for Human Rights, Volker Turk, said that no person should be returned to a country “He faces the risk of persecution due to his identity or personal history.” And he highlighted the ordeal of women and girls “Those who are exposed to a set of measures amount to the level of persecution on the basis of their sex only.”

The report was based on interviews conducted last year with 49 individuals who forcibly returned to Afghanistan. People belonging to the previous government and its security forces revealed that they were forced to hide since their return for fear of revenge, despite the amnesty announced by the fait accompli authorities about all those who had previously fought against it in the conflict.

The report urged states to ensure individual assessments before any return to people to Afghanistan, and to refrain from returning any individuals at risk of real danger to human rights violations to Afghanistan, which is a violation of international law.

Hundreds of thousands of Afghans have been forcibly repeated from neighboring countries since 2023, especially from Pakistan and Iran, which put tremendous pressure on limited resources available to the de facto powers to meet their needs in general.

In this context, the Special Representative of the Secretary -General in Afghanistan, Rosa Autonbaeva, said that while the actual authorities responded in a coordinated way to the great flow of returnees in recent years, “It is necessary to make more efforts to ensure the integration of all returnees in society and the preservation of their human rights.”

She emphasized that the participation of all Afghans in the social, political and economic life of the country “It is crucial to the development and prosperity of the nation,” And urged the fait accompli authorities on “The fulfillment of its obligations under international law and its responsibilities towards the Afghan people.”
