The Local Content and Government Procurement Authority has issued instructions for submitting National origin, and ensuring that contractors adhere to the controls governing the delivery of national products to government agencies, in a way that supports raising the percentage of local content in government contracts in accordance with the objectives of the Kingdom’s Vision 2030.
According to the instructions presented through the platform, the contractor is obligated when delivering the products included in the mandatory list or the products subject to the price preference mechanism for the national product by a number Of the specific procedures and standards.
Proof of national origin
These obligations include first submitting a local content certificate for establishments producing whether goods or services, when the Authority requires submitting the certificate or when specifying a certain percentage of local content that must be achieved by these establishments.
The contractor is obligated to fulfill the requirements of controls and guidelines. Issued by the National Cybersecurity Authority for products that fall within its jurisdiction, in order to ensure the safety of the technical systems associated with those products.
The instructions stated that the contractor, when delivering the products, must provide the government entity with any of the approved documents to prove the national origin of the product, and these documents include the “Saber” certificate issued by the Saudi Standards, Metrology and Quality Organization, explaining It states that the origin of the product is national, or an acknowledgment from the manufacturer or service provider according to the form approved on the website of the Local Content and Government Procurement Authority.
It is also acceptable to prove the indication of origin on the product, provided that the indication is fixed in a way that is difficult to remove, whether it is engraving, sewing, printing, or pressing, depending on the nature of the product, and that it leaves a clear trace if it is removed by any means. Made in Saudi Arabia
The contractor can also submit a “Made in Saudi Arabia” certificate or a Saudi technical certificate issued by the “Made in Saudi Arabia” program, to prove that the product or technology used is of local origin.
Among the acceptable documents is also proof that the product meets the requirements of the national rules of origin, for products manufactured outside the regions. Free, in accordance with the unified rules of the Gulf Cooperation Council countries regarding giving priority in government purchases to national products.
The origin can be proven through an industrial license issued by a competent authority within the Kingdom of Saudi Arabia, or a product registration certificate or license issued by a competent authority, such as the Food and Drug General Authority, the Digital Government Authority, the Communications, Space and Technology Commission, and other relevant authorities.
The documents also include a valid commercial register for establishments or a self-employment document for individuals, in the event of providing services included in the mandatory list.
