She also indicated that the state faced internal challenges such as stabilizing governance institutions, combating terrorism, reforming the economy, and restoring citizen confidence, in addition to regional (Libya, Sudan, Renaissance Dam) and international pressures, which imposed the expansion of the security vision and the diversification of external partnerships. The challenges of the digital revolution have also emerged, represented by cyberattacks, fourth and fifth generation warfare, electronic recruitment, and disinformation campaigns, which necessitated developing national capabilities in cybersecurity and building a digital culture.
Representative Mahmoud Hussein explained, in his letter, that after June 30, Egypt presented a unique experience in rebuilding the state and formulating a new concept of national security, based on comprehensiveness, flexibility, and the ability to adapt to internal crises, external pressures, and the challenges of the digital revolution. While the state was able to restore its sovereignty and societal cohesion, the future requires continuing work on an integrated national strategy that enhances stability, secures vital resources, keeps pace with technological transformations, and balances the requirements of security and freedoms, so that national security becomes not merely the protection of borders, but rather a comprehensive guarantee of sustainable development, social justice, and the preservation of national identity, thus consolidating Egypt’s position as a pillar. For regional stability and an effective force on the international scene.
The letter reached several results, the most important of which is that global transformations and the multiplicity of health, information, and environmental crises have made technology a strategic element in enhancing national security.
In the Egyptian context, there is a need for an integrated national strategy based on technology to confront crises, epidemics, and rumours. The study addressed the theoretical foundations and the Egyptian reality, benefiting from international experiences, to present a vision based on five main axes: digital infrastructure, cybersecurity, artificial intelligence and graphic analysis, societal digital culture, and institutional integration between the state, the private sector, and society. The results also revealed gaps in digital integration, weak societal digital culture, absence of communication policies, inadequate legislation, and the need to enhance data analysis and artificial intelligence capabilities.
