Cooperation between the Department of Energy in Abu Dhabi and the Supreme Council of Energy in Dubai to regulate petroleum and diesel products

ABU DHABI, 6 November / WAM / The Abu Dhabi Department of Energy signed a memorandum of understanding with the Dubai Supreme Council of Energy to enhance cooperation in the field of regulating the trading of petroleum products and monitoring liquefied petroleum gas and diesel products, during the Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC) 2025.

The memorandum of understanding was signed by His Excellency Ahmed Butti Al Muhairbi, Secretary General of the Supreme Council of Energy in Dubai, and His Excellency Eng. Ahmed Al Sayed Mohammed Al Shaibani, Acting Director General of Regulatory Affairs at the Abu Dhabi Department of Energy, confirming the shared commitment of both sides to safety and sustainability in the energy sector in the UAE.

The agreement signed today establishes a framework for cooperation between the two parties to simplify regulatory procedures related to the trade, storage and transportation of petroleum and diesel products, in line with technical, environmental and safety standards. It also enhances the ability to coordinate in the areas of monitoring, data exchange, and best practices, with the aim of enhancing oversight and raising the efficiency of operations.

His Excellency Ahmed Butti Al Muhairbi, Secretary-General of the Supreme Council of Energy in Dubai, said: “This agreement embodies a joint vision towards developing an integrated governance system for the trading, storage and transportation of petroleum products, ensuring the highest standards of efficiency, transparency and safety. We believe that this cooperation represents a pioneering step towards enhancing national integration in the energy sector and supporting the sustainability goals adopted by the United Arab Emirates.”

Regarding the agreement, His Excellency Eng. Ahmed Al Sayed Mohammed Al Shaibani, Acting Director General of Regulatory Affairs at the Department of Energy in Abu Dhabi, said: “The agreement constitutes an important step towards enhancing regulatory integration between Abu Dhabi and Dubai in the energy sector, which supports the efficiency of operations and their sustainability more effectively. By unifying organizational efforts and enhancing joint cooperation, we are working to formulate a more integrated and transparent regulatory framework that contributes to enhancing economic growth and protecting the environment. Through this, we seek to consolidate the UAE’s leadership in the field of energy sector governance and enhance the flexibility of this The vital sector and its competitiveness.

The memorandum of understanding establishes unified procedures for licensing the trade of petroleum and gas products, and the Department of Energy in Abu Dhabi and the Supreme Council of Energy in Dubai will work together to implement monitoring and inspection processes to ensure compliance with safety and environmental standards, in addition to exchanging data to improve regulatory performance.

This partnership reflects the commitment of both parties to support the development of effective governance frameworks for the energy sector in the UAE through cooperation, innovation, and adopting best practices that contribute to achieving the country’s goals in the field of sustainability.
