The head of health care meets with the Iraqi Minister of Health to discuss ways of cooperation and exchange of experiences

Dr. Ahmed Al-Sabki, Chairman of the Health Care Authority, and General Supervisor of the Comprehensive Health Insurance Project, met with Dr. Saleh Mahdi Al-Hasnawi, Minister of Health of the Republic of Iraq, and discussed ways to exchange experiences in the areas of comprehensive health coverage and investment in health care, on the sidelines of the activities of the third edition of the World Conference on Population, Health and Development (PHDC2025).

 

During the meeting, Dr. Ahmed Al-Sabki reviewed the pioneering Egyptian experience in implementing universal health coverage, stressing that the Health Care Authority It is the main state arm in controlling and organizing the provision of comprehensive health insurance services, which specializes in providing health care services at its three levels: primary, secondary, and tertiary care, ensuring integration between services and achieving the highest standards of quality and safety for beneficiaries under the umbrella of comprehensive health insurance.

The head of the Health Care Authority indicated that the Egyptian experience has become a model to be emulated in the region, thanks to the qualitative transformation it has achieved in the quality of services and expanding the scope of health coverage, stressing that Arab and regional health cooperation represents a basic foundation for achieving Shared health security and sustainable development in the medical sector.

Dr. Ahmed Al-Sabki also appreciated the success of the Iraqi government in issuing the health insurance law and what has been done over the past two years, in the areas of comprehensive health coverage, and the development of medical services and infrastructure, praising the tangible progress achieved by the Iraqi Ministry of Health in supporting the citizen’s right to comprehensive health care, pointing out that primary care is the cornerstone of the success of any comprehensive health coverage system.

For his part, Dr. Saleh Mahdi Al-Hasnawi, Minister of Health of the Republic of Iraq, praised, The Iraqi Minister of Health stressed the importance of awareness and education, as it is an essential step to enhance citizens’ confidence in the health system and ensure their effective participation in the success of comprehensive health coverage systems, which aims to ensure citizens’ access to comprehensive health services in accordance with standards of quality, efficiency and sustainability.

The Iraqi Minister of Health also stressed the importance of exchanging experiences. Between countries in the fields of managing and financing health services and implementing comprehensive insurance systems, pointing out that the Egyptian experience represents an important reference that can be used in developing health systems in countries of the region, and that Arab cooperation in this field enhances the building of more efficient and sustainable health systems.

The meeting was attended by Dr. Nima Al-Abd, representative of the World Health Organization in Egypt, and from the Iraqi side, Dr. Abbas Khalaf, Director-General of Basra Health, Dr. Rashid Najm, Director-General of Dhi Qar Health, Dr. Haider Hussein, Director-General of the Technical Department, and Dr. Jawad. Al-Khafaji, the Iraqi health attaché, Dr. Saif Badr, Director of the Information Department and official spokesman for the Ministry of Health of the Republic of Iraq, and Eng. Janab Abdul Nabi, responsible for the Relations Department in the Office of the Minister of Health.

On the part of the Health Care Authority, Dr. Hani Rashid, Vice President of the Authority, Dr. Amir Al-Talwani, Executive Director of the Authority, Dr. Mahmoud Al-Deeb, Assistant Executive Director for Planning and Health Mapping Affairs and Director General of the General Administration of the Technical Office of the President of the Authority, Dr. May Abu Al-Futouh, General Supervisor of Patient Safety Oversight at the Authority.
