president "National elections": Invalidating and canceling 19 electoral districts in 7 governorates in the House of Representatives elections

 Counsel Hazem Badawi, head of the National Elections Authority, announced the invalidation and cancellation of 19 electoral districts in 7 governorates of the first phase of the House of Representatives elections for individual seats, and set another date for holding them.

Counsel Hazem Badawi said – in a press conference to announce the results of the first phase of the House of Representatives elections – that this decision, which was taken by the Board of Directors of the National Elections Authority, came in light of the irregularities observed by the Commission, represented by breaches in the process. In the elections, the candidate or his representative did not submit a copy of the vote tally report, and the disparity in the number of votes in the subcommittees and general committees, indicating that these violations represent fundamental defects that undermine the integrity and legitimacy of the voting and counting processes in those constituencies.

He stressed that the National Elections Authority has never been separate from the pulse of the Egyptian people, but rather is part of it, entrusted with protecting their right to vote, and committed in its work to the principles of justice, equality, and transparency. It always guarantees him that only his choice determines his representatives in Parliament.

He added that after receiving the minutes of the numerical tally of all sub-committees and general committees, adding the votes of Egyptians abroad, and deciding on grievances in the voting and counting processes, the Board of Directors of the National Elections Authority met today and issued Resolution No. 66 of 2025 approving the official result of the House of Representatives elections for the third legislative term in its first round.

Counsel Hazem Badawi announced the victory of the National List. For Egypt, which represents 12 political parties, by exceeding the legal percentage of 20.33% with a total of 5 million 295 thousand and 927 in the North, Central and South Upper Egypt sector district, in which 26 million 40 thousand and 821 voters are entitled to vote, and that the number of those who cast their votes was 6 million and 84 thousand and 862 voters at a rate equivalent to 23.37%, and the percentage of valid votes was 91.88%, with a total of 5 million, 590,657 votes, and 8.12% of invalid votes, with a total of 494,205 votes.

The National List for Egypt also won in the West Delta sector by exceeding the legal percentage by obtaining 18.9%, 1 million, 671 thousand and 626 votes, out of a total of 9 million, 239 thousand and 101 people entitled to vote. Voters, while 24.23% of them cast their votes, with a total of 2,239,011 voters, and the percentage of valid votes reached 87.73%, with a total of 1,964,312 votes, and the invalid votes were 12.27%, with a total of 274,699 votes.

Giza Governorate: The first district, headquartered in the Giza District – the winning candidate, Ahmed Al-Walid Ahmed Abbas, with a run-off round being held between each of the candidates: Muhammad Kamal Al-Dali and Hisham Muhammad Badawy Sayed.

The second district, headquartered in the Abu Nomros Center – The two winning candidates: Murad Muhammad Ahmed Hilal Abu Al-Dahab and Muhammad Yahya Muhammad Mahmoud. The third district, headquartered in the Badrashin Center: holding a run-off round between each of the following: Candidates: Nader Abdo Siddiq, Muhammad Rashad Hamza, Abu Bakr Ali Abu Bakr Gharib, Sharif Abdel Raouf Anani, Mahmoud Sayed Abu Zaid, and Imad al-Din Ahmed  The fourth district, headquartered in Al-Saff Center: The winning candidate, Faisal Ibrahim Faisal  The Fifth District, Atfih District: The winning candidate, Anas Muhammad Ali Hiloul

Fifth District, Mallawi Center: Holding a run-off between each of the candidates: Wael Ismail Hassan, Mohamed Mustafa Mahmoud Kamal, Mustafa Fathi Ratib Mohamed, Osama Abdel Shakour Hamza, Haile Selassie Ghoneim Mikhail Ayad, and Hazem Mohamed Abdel Hadi Mahmoud. The Sixth District, Deir Mawas Center: A runoff round will be held between all the candidates: Alaa Qadri Abdel Mawjoud Mahmoud and Mohamed Jamal Mohamed Sayed. In Assiut Governorate, Counselor Hazem Badawi, head of the National Elections Authority, announced that a run-off round would be held in the first district of Assiut between Mohamed Hamdy Mohamed Mohamed Desouki, Abdel Rahman Shahat Abdel Muttalib Hassan, Magdy Mohamed Mohamed Farrag, Osama Sayed Ahmed Morsi, Abdel Mohsen Mohamed Abdel Mohsen Ahmed, and Tadros Qaldas Tadros. In the second district, Al-Qusiya, a replay will be held between Ibrahim Abdel-Nazir Abdel-Rahim Mustafa, Younis Younis Ahmed Omar, Mohammed Al-Basha Eid Ahmed Mahmoud, Rashid Mohammed Abu Al-Oyoun, Wahman Ismail, Mohammed Ahmed Mohammed Othman, Robert Samir Yeni Gerges, Mahmoud Abdel Moneim Zein Qureshi, and Sayed Mohammed Abdel-Awad Mahmoud. The third district is the center of Al-Fatah. The elections in this district were completely cancelled. In the Abu Tig Center, replays will be held between Amin Fathi Amin Ali, Adel Muhammad Hegazy Ahmed, Muhammad Jamal Shaker Othman, and Omran Othman Musa Omran. In the New Valley Governorate, Counselor Hazem Badawi announced, regarding the first district, the Kharga section, that a return will be conducted between Bahi Ahmed Mahmoud Abdel Naeem and Mustafa Muhammad Yousry Muhammad Ismail, and in the Dakhla Center, a return will be held between Khaled Al-Sawy Mahmoud Hassan and Tamer Abdel Qader Ahmed Abdel Qader. In Sohag Governorate, the head of the “National Elections” announced the cancellation of the elections in the first district, the center of Sohag, and the second district, the center of Akhmim, as well as the cancellation of the elections in the third district, Maragha, as well as the fourth district, the center of Tahta, the fifth district, the center of Jarga, the sixth district, the center of Mansha’ah, and the eighth district, the center of Dar es Salaam,  As for the Seventh Circuit, it announced that Mahmoud Hamdi Ahmed Muhammad, Noureddine Asaad Sadiq Abu Steit, Muhammad Hassan Ahmed Ismat Muhammad al-Hadi, and Wafqi Zain al-Abidin Jad al-Karim Muhammad would be returned. In Qena Governorate, the head of the “National Elections Authority” announced: Completely canceling elections in the governorate in the first to fourth districts. In Luxor Governorate, the head of the “National Elections” announced that a runoff would be held in the first district between Ahmed Youssef Ahmed Idris and Abdel Rahman Ahmed Hussein Mahmoud, and in the second district a runoff would be held between Aladdin Muhammad Muhammad al-Ghazali and Abdel Sattar Muhammad Reda Ahmed, and in the third district a runoff would be held between Ahmed Ramadan Ibrahim Ismail and Faisal Abdel Rahman Muhammad Badr. In Aswan Governorate, Counselor Hazem Badawi in the first district (First Aswan) announced the victory of candidate Ali Ahmed Abazid Ahmed, while a runoff will be held between Sharia Muhammad Saleh Abdullah and Medhat Rikabi Mahmoud Abdel Rahman. In the second district (Kom Ombo), the candidate Ahmed Mahmoud Amin Ali Al-Qamhouri won, and in the third district (Nasr Al-Nuba), a runoff will be held between Muhammad Hilal Khalil Muhammad Dahab and Shaaban Hassan Ibrahim Ishaq. In the fourth district (Edfu), a replay will be held between Muhammad Abu Al-Khair Abdel-Ati Suleiman and Al-Shazly Kamel Ali Madani. In the Red Sea Governorate, Counselor Hazem Badawi announced the victory of the candidate Muhammad Muhammad Abd al-Maqsoud Muhammad in the first district (Hurghada District), in the second district (Safaga) the victory of Jibril Mahmoud Saad Ahmed, and in the third district (Shalatin) the victory of Fawzi Ali Nour Ali Hussein Hussein. In Alexandria Governorate, the head of the “National Elections” announced, regarding the first district (First Montazah), the victory of Muhammad Ashraf Mahmoud Al-Sayed Sardinah, Ramadan Saeed Abdel-Halim Abdel-Azim, and Muhammad Hussein Muhammad Al-Shawadfi Ibrahim, while a runoff will be held between Hisham Ibrahim Abdel Hamid Muhammad Al-Rahmani and Atta Bahaa Atta Muhammad Muhammad Salim. He also announced the cancellation of the elections in the second district (Awal Al-Raml), and in the third district (Sidi Gaber) he announced the victory of Ahmed Raafat Ahmed Abdel Fattah Sobhi and Ahmed Helmy Muhammad Mahmoud Hassanein. In the fourth district (Moharam Bey), Al-Safi Abdel-Al Muhammad Al-Saghir and Muhammad Jibril Muhammad Hussein were declared the winners. In the fifth district (Dekheila), Saleh Abdel Moneim Ragheb Dhaifullah, Mohamed Tariq Abdel Moein Melis, Mohamed Mohamed Mohamed Abu Al-Amaim, and Ahmed Khalil Abdel Aziz Khairallah won. In Beheira Governorate, Counselor Hazem Badawi announced the cancellation of the elections in the first district (Damanhour), the third district (Abu Homs), and the eighth district (Itay al-Baroud). As for the second district (Kafr al-Dawwar), Mahmoud Abd Rabbuh Muhammad Abd Rabbuh Abd al-Ghaffar, Mahmoud Adel Saad Jadallah Shaalan, and Amr Ali Ali al-Zoqm were declared victorious. In the fourth district (Al-Mahmoudiyah), Sameh Abdel Mohsen Ali Shawar won, while a runoff was held between Khaled Abdel Jawad Muhammad Abu Ahmed and Bilal Hamid Issawi Al-Nahhal. In the Fifth District (Housh Issa), a rerun will be held between Issam Muhammad Al-Safi Qassem and Mamdouh Abdel Samie Jaballah Abdel Ghaffar, and in the Sixth District (Al-Dilangat), a run-off will be held between Muhammad Al-Dami Abdel Aziz Al-Dami and Mahmoud Muhammad Mahmoud Al-Koumi, and in the Seventh District (Abu Al-Matamir), Khalid Muhammad Abd Al-Rahman Ghadabi and Saeed Munawar Mansour Musa won, and in the Ninth District (Koum Hamada). The replay is between Asim Abdel Aziz Fahim Murshid, Ahmed Ali Abdel Baset Hassan, Mohamed Samir Abdel Shafie Beltagy, and Mohamed Issa Abdel Maqsoud Ammar. In Marsa Matrouh Governorate, the head of the National Elections Committee announced the victory of candidate Omar Idris Haiba Gabr in the first district (Matrouh), and the victory of Abdel Nasser Taher Mahmoud Saleh in the second district (Hammam). It was decided that the elections will be held in the canceled constituencies on the first and second of next December for Egyptians to vote abroad, and at home on the third and fourth of December, with the result announced on December 11, and the runoff round will be held abroad on December 24 and 25 and at home on December 27 and 28, with the result of the runoff announced on January 4, 2026. Counselor Hazem Badawi confirmed that the National Elections Authority renews its pledge to continue to play its role in preparing the democratic climate for holding the second phase of the House of Representatives elections. Pointing out that the Authority will continue effective monitoring procedures for electoral propaganda controls and voting and counting procedures so as not to deviate from their legal framework.

The head of the National Elections Authority concluded his speech by saying: “I call on all parties to the electoral process, parties, candidates and voters, to adhere to the constitution, the law and the rules set by the Authority and to put the interest of the nation above all considerations.” He stressed that the Authority is committed to neutrality, equality, transparency and the application of the highest international standards in managing the electoral process to reach The true will of the voters
