Urgent.. 18 decisions from education to protect students in international schools

Within the framework of the Ministry of Education and Technical Education’s keenness on the security and safety of our students, Mohamed Abdel Latif, Minister of Education and Technical Education, issued Circular No. “19” Regarding mechanisms for maintaining the security and safety of students within private schools that implement curricula of a special “international” nature, which include the following instructions:

 

• Requiring private schools that implement special curricula to update surveillance camera systems, and ensuring that all spaces within the school and its classrooms are covered without exception.

 

• Assigning more than one employee to monitor the surveillance cameras until the end of the school day, and immediately reporting any violations that might undermine the security and safety of students to the school principal.

 

• Requiring private schools to periodically follow up and conduct drug detection tests on all school employees (teacher – administrator – supervisor – driver – support services… etc.), and on any new employee who joins work in the school. It is not permissible to license or renew the license except after submitting evidence to that effect.

 

• Including the topic of awareness of maintaining physical safety in the plan of training units in schools; To address it throughout the year with the assistance of specialists, provided that awareness raising includes (children – teachers – specialists – administrators – workers – parents).

 

• Launching awareness campaigns and activities within schools; To educate students about potential risks, through directing psychological education, and with the participation of boards of trustees, parents, and teachers about the child’s personal space.

 

• It is prohibited for any maintenance personnel to be present inside the school during the school day, and no one is present before 5 p.m. and on official holidays only.

 

• It is prohibited for any security personnel to be present within the school walls during the school day, until the last student leaves.

 

• It is prohibited to move any bus, whether private to the school or from a private company, unless there is a supervisor from the school, whose contract is approved by the educational administration.

 

• Requiring all schools to have two (2) female workers in each bathroom before students arrive and leave at least one hour after the dismissal time.

 

• Give a period of two weeks; To accredit all school employees from educational departments, a copy of the criminal status sheet for all employees is attached.

 

• Approval of all foreign workers’ contracts and work permits.

 

• Taking into account supervision so that the ratio of school staff is not less than 1:6

 

• It is strictly forbidden to receive any student a quarter of an hour before the school queue time.

 

• It is forbidden for the principal to leave the school until after the last student has left.

 

• It is prohibited for any student to be in kindergarten or primary school without permanent supervision from the school represented by the class teacher or the supervisor when on the school bus.

 

• Emphasis on activating security records inside schools to control the entry of strangers.

 

• Emphasizing the presence of permanent supervision on school roads and supervising the movement of students.

 

– Stressing the warning to all concerned parties, private and international schools, that all schools will be followed up by the Ministry periodically through formed committees, to verify the implementation of all mechanisms mentioned in the periodic book, and to monitor any violations that would expose the school to the penalty of being subjected to the financial and administrative supervision of the Ministry, with an emphasis that all penalties contained in the provisions of the two decisions will be applied. Ministerial No. (420 – 422) of 2014 regarding any violating school, if negligence or negligence on the part of the school administration is proven.
