Minister of Irrigation: Egypt is keen to strengthen cooperation with Morocco

Dr. Hani Sweilem, Minister of Water Resources and Irrigation, met with Nizar Baraka, Moroccan Minister of Water, to discuss ways to enhance cooperation between Egypt and Morocco in the field of water on the sidelines of his participation in the activities of the 19th World Water Congress. Held in the Kingdom of Morocco.

 

Suwailem stressed Egypt’s keenness to strengthen cooperation with Morocco, through the second generation of the Egyptian Irrigation System 2.0, with the axes it includes to modernize water management and raise the efficiency of use, which provides new opportunities for cooperation between the two countries, stressing Egypt’s keenness to exchange expertise, visits and technical experiments between the two countries, especially in the areas of desalination for intensive food production, digital transformation and smart management.

 

He reviewed the position of activating the provisions of the memorandum of understanding signed between Egypt and Morocco in the field of sustainable management of water resources on the sidelines of the COP28 conference in December 2023, which includes cooperation in the fields of (harvesting rainwater and floods – designing and managing dams and water facilities – developing and using modern technologies to treat agricultural wastewater – adapting to the effects of climate change on water resources – raising the efficiency and building the capabilities of personnel working in the field of water – developing technologies Water Desalination). The financial necessary to implement the project based on the results of the workshop held in Jordan in September 2025 with the participation of donors to explore financing opportunities for this project.

 

The proposal for preparing "early warning systems for hydrological phenomena" was also discussed. For the North African region in cooperation with the International Meteorological Organization (WMO), in preparation for discussing implementation financing procedures in cooperation with development partners.

 

The Minister of Irrigation reviewed the areas of training and capacity building provided by Egypt through the African Training Center for Water and Climate Adaptation (PACWA), in which a number of Moroccan technical personnel participated, in addition to discussing ways to enhance cooperation between the two countries in regional and international events, such as the 2026 United Nations Water Conference, where Egypt is keen To highlight water and climate issues on the regional and international agenda.

Issues of common interest were discussed in relation to the work of the Council of African Ministers of Water (AMCAW), especially since Morocco is the Vice-President of AMCO for the North African region.
