The Kingdom of Saudi Arabia received 19.5 million pilgrims from abroad during the year 2025, achieving a satisfaction rate exceeding 90% with the services provided, in record indicators that reflect the rapid development of the service system Guests of God within Vision 2030 targets, according to The National Center for Measuring the Performance of Public Agencies (Performance).
The Program for Serving the Guests of God – one of the programs to achieve the Kingdom’s Vision 2030 – explained that these leaps included the Hajj and Umrah seasons, and a satisfaction rate of 91% was recorded among the pilgrims, and 94% among the Umrah performers, in a clear indication of the quality of planning and operation and the integration of the efforts of more than 60 entities that worked in harmony to provide integrated services to the Guests of God at the various stages of their journey.
Broad participation
The season witnessed broad community participation of more than 184,000 male and female volunteers, who contributed to the work of guidance, organization and humanitarian services, in a way that embodies the spirit of giving and national partnership and consolidates societal values in serving the guests of God.
The efforts extended to enriching the religious and cultural experience through the development of 18 historical sites linked to the Prophet’s biography in Mecca and Medina, deepening the impact of faith, It adds a cognitive and cultural dimension to the Hajj and Umrah journey.
Integration of Roles
The program confirmed that these achievements were the result of the integration of the roles of government agencies, the private sector, and the non-profit sector, within an institutional system that relies on clarity of goals, measuring performance and impact, and continuous improvement of the quality of services.
The program indicated that what has been achieved represents an extension of the authentic historical honor that the Kingdom is proud of in serving the Two Holy Mosques. And their destinations, with the direct support and guidance of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister – may God protect them – who give serving the guests of God a top priority, and harness all capabilities to improve the quality of services and enhance the system’s readiness year after year.
