The Federal Supreme Court participates in the meeting of the heads of the African constitutional courts in Cairo

Cairo, 8 February / WAM / The Federal Supreme Court participated in the ninth high-level meeting of the heads of the constitutional courts, supreme courts, and African constitutional councils, which was held in the Arab Republic of Egypt on 7 and 8 February, with the participation of representatives of 28 countries, in addition to a number of international and African organizations.
The meeting discussed a number of main topics, most notably the role of artificial intelligence as a tool supporting judicial work, especially the constitutional judiciary.
The Federal Supreme Court delegation was headed by His Excellency Muhammad Hamad Al Badi Al Dhaheri, President of the Court, and the delegation included His Excellency Shehab Abdul Rahman Al Hammadi, Judge of the Federal Supreme Court, and Muhammad Saeed Nasser Al Shibli, Director of the Court’s Support Services Department.
In his speech during the session on technological challenges and artificial intelligence, His Excellency Mohammed Hamad Al Badi Al Dhaheri stressed that the world today is witnessing an accelerating technical revolution, in which artificial intelligence has become a fundamental pillar in building the future, and its impact extends to the economy, administration, and education, and even affects one of the noblest fields of humanity, which is the judiciary, stressing that justice is not a mathematical equation, but rather a moral value that the judge carries in his conscience before writing it down in his ruling.
His Excellency reviewed the Emirati experience in the field of digital transformation in various institutions, most notably the judiciary, through pioneering projects in electronic judiciary and smart courts, while fully preserving the prestige of the judiciary, the independence of the judge, and the confidentiality of data, stressing the UAE’s success in achieving a balance between technical innovation and legal guarantees, as artificial intelligence has become an aid to the judge, not his dominator, and a support for him in analyzing the facts, not a substitute for his conscience.
His Excellency pointed out that the UAE, thanks to the efforts and diligent follow-up of the wise leadership, leads the countries of the region in the Network Readiness Index for the year 2025, which is a global index issued by the Portulans Institute in partnership with the World Government Summit, to measure the extent of countries’ readiness to adopt information and communications technology and use it in economic and social development, as the UAE came in first place regionally and in an advanced global ranking, which reflects the strength of the digital infrastructure and the expansion of advanced communication networks, as well as its progress in other international indicators issued by the United Nations in the field of communications and transformation. Digital.
His Excellency stressed that the UAE has achieved a pioneering model in applying and measuring the impact of RIA legislation, which contributes to raising the efficiency and quality of the legislative system, in accordance with international best practices that place people at the heart of the legislative process, and achieves a balance between legal originality and the requirements of the evolving global reality, through thoughtful legislative reviews and reforms that enhance the effectiveness of laws, while preserving the established human traditions and values of Emirati society.
His Excellency praised the status of this high-level meeting, and the two main axes it included: the first related to the challenges facing the constitutional judiciary in Africa, and the second dealt with technological challenges and artificial intelligence, in addition to other important axes, stressing that the meeting constitutes an important scientific station for establishing contemporary constitutional jurisprudence that interacts with the changes of the era without compromising the constants of constitutional justice.
At the conclusion of his speech, His Excellency Muhammad Hamad Al-Badi Al-Dhaheri, President of the Federal Supreme Court, thanked the Arab Republic of Egypt for its efforts in embracing pioneering constitutional thought, and its constructive role in consolidating cooperation and integration between the Arab and African constitutional courts, praising the good hosting and organization, and the efforts made to enhance communication and support joint legal and judicial work.
