المملكة: The Crown Prince welcomes the name of the Custodian of the Two Holy Mosques coming to the Kingdom to perform the Hajj pilgrimage

His Royal Highness Prince Muhammad bin Salman bin Abdulaziz Al Saud, Crown Prince, Prime Minister -may God protect him -chaired the session held by the Council of Ministers, today, in Jeddah.
At the beginning of the session, His Highness the Crown Prince welcomed the name of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud – may God protect him – coming to the Kingdom from different countries of the world to perform the Hajj pilgrimage this year, heading to the Almighty, praise and thanks for the honorable countries of this blessed country from serving his ancient home and the Mosque of His Messenger, may God bless him and grant him peace, care for their intended and care for their comfort.

Cabinet session

His Highness directed the authorities concerned with working with the highest levels of efficiency and excellence in implementing the security, preventive and organizational plans to serve the guests of Rahman in Makkah, Medina, the Holy Places and the Kingdom’s outlets; Including continuing to facilitate the arrival of pilgrims from their countries through the (Makkah Road) initiative.
In his statement to the Saudi Press Agency after the session, Minister of Information, Salman bin Youssef Al -Dossary, explained that the cabinet reviewed the remarkable progress in the economic performance indicators in the Kingdom, the high levels of investment, and the increase in the participation of the private sector in development, as well as the integration of efforts between the government sectors to maximize the benefit of national resources.

Non -oil exports

The Council affirmed that the registration of non -oil exports in record performance during the year 2024 AD and its continuation in the upward path; It comes as an embodiment of the rapid pace towards diversifying sources of income and investing global opportunities and changes; To build new gains in line with the targets (Kingdom Vision 2030).
The Council praised, the great and continuous improvements witnessed in the biological services in the vital sectors; The Kingdom of the Middle East and North Africa region has contributed to the third consecutive time in the E -Governmental and Power Services Index for the year 2024 AD issued by the Economic and Social Committee of the United Nations Western Asia.

Quality of statistical indicators

The Council has promised, the Kingdom’s jump since its vision was launched in the “Open Data Stock” report for the year 2024 AD issued by the Open Data Organization with its rise globally (92) rank; It reflects the commitment to enhance the quality of statistical indicators, facilitate access to information, ensure reliability and transparency.
The Minister of Information indicated that the Council of Ministers dealt with developments in the region and the world, and the endeavors that the Kingdom exerts to reduce the regional and international escalation, and to cooperate closely with brotherly and friendly countries to address crises, reduce tensions and consolidate the respect of international law; To reach a more stable and prosperous world.

Implementing a two -state solution

The Council reaffirmed the Kingdom’s continued efforts to mobilize international support towards stopping violence and protecting civilians and ensuring the access of humanitarian aid to the affected Palestinian areas, and moving forward to implement the two -state solution as the only way to achieve permanent peace and security.
The Council stressed its categorical rejection of the Israeli attacks targeting the sovereignty and security of the Syrian Arab Republic, and to warn that the continuation of these violations and extremist policies exacerbates the risks of violence and regional instability.

The war in Sudan

The Council called for the necessity of the immediate end of the war in Sudan and its saving more suffering and destruction, stressing that ending the crisis requires a political solution (Sudanese -Sudanese) that respects the sovereignty and unity of this brotherly country, and is based on supporting state institutions.
The Council of Ministers reviewed the topics on its agenda, among them topics that the Shura Council participated in studying, as well as what was concluded by both the Council of Political and Security Affairs, Economic Affairs and Development, the General Committee of the Council of Ministers, and the Cabinet Experts Authority in its matter, and the Council has ended to the following:

Firstly:

Approval of the announcement of intentions between the Ministry of Industry and Mineral Resources in the Kingdom of Saudi Arabia and the Ministry of Economy, Finance and Industry in the Republic of France for joint cooperation in critical minerals.

secondly:

Delegate the Minister of Industry and Mineral Resources – or his representative – to discuss with the American side regarding a draft cooperation memorandum in the field of mining and mineral resources between the Ministry of Industry and Mineral Resources in the Kingdom of Saudi Arabia and the Ministry of Energy in the United States of America, and signing it.

Third:

Delegating the Minister of Tourism – or who is his representative – to discuss with the Baysi side regarding a draft memorandum of understanding for cooperation in the field of tourism between the Ministry of Tourism in the Kingdom of Saudi Arabia and the Ministry of Tourism and Expatriate Affairs in the state of Belize, and signing it.

Fourth:

Approval of an agreement between the Kingdom of Saudi Arabia and the Republic of Djibouti on the encouragement and mutual protection of investments.

Fifth:

Approval of a memorandum of understanding between the General Authority for Small and Medium Enterprises in the Kingdom of Saudi Arabia and Estonia Business and Innovation Agency in the Republic of Estonia in the field of developing the small and medium enterprises and entrepreneurship sector.

Sixth:

Approval of a memorandum of understanding between the Zakat, Tax and Customs Authority in the Kingdom of Saudi Arabia and the National Revenue Agency in the Republic of Bulgaria for cooperation in the field of tax administration.

Seventh:

Delegate the Minister of Environment, Water and Agriculture, Chairman of the National Center for the Development of Vegetable Cover and Combating Desertification – or whoever delegates – to discuss with the Uzbek side regarding a draft memorandum of understanding between the National Center for the Development of Vegetable Cover and Combating Desertification in the Kingdom of Saudi Arabia and the Ministry of Environment and the preservation of surrounding circles and climate change in the Republic of Uzbekistan for cooperation in the field of plant cover development and combating desertification, and signing it.

Eighth:

Approval of the guideline model for a memorandum of understanding for cooperation in the field of roads between the General Authority for Roads in the Kingdom of Saudi Arabia and its counterparts in other countries, and delegating His Excellency the Minister of Transport and Logistics and Chairman of the Board of Directors of the General Authority for Roads – or his representative – to discuss with the counterparts in other countries regarding a draft understanding note for cooperation in the field of roads, and signing it, in light of the guiding model.

Ninth:

Approval of the guideline model for a memorandum of understanding to cooperate in the field of combating crimes of trafficking between the Human Rights Authority in the Kingdom of Saudi Arabia and its counterparts in other countries, and delegating His Excellency the Chairman of the Human Rights Authority – or his representative – to discuss with the counterparts of the authority in other countries, regarding a draft memorandum of understanding to cooperate in the field of combating crimes of persons in persons and signing it, in light of the guiding model.

Tenth:

Approval of the national strategy governance model.

Eleven:

Granting the Ministry of Municipalities and Housing the authority to sell housing units – in the Ministry’s projects – to non -beneficiaries of housing support, according to controls that the Ministry places in conjunction with the relevant authorities.

twelfth:

Approval of the final accounts of the Saudi Export Development Authority, the General Authority for Media Regulation, the National Risk Council, and the Imam Abdul Rahman bin Faisal University for former financial years.

Thirteenth:

Approval of promotions on the two ranks (fifteenth) and (fourteenth) and the job (Plenipotentiary), as follows:
-The promotion of Badr bin Fahd bin Mohsen Al -Osaimi to the position of (First Business Adviser) at the (fifteenth rank) at the Ministry of Human Resources and Social Development.
-The promotion of Bandar bin Muhammad bin Rashid Al -Jabali Al -Mutairi to the position of (first religious research advisor) at the rank (fifteenth) at the General Presidency of the Commission for the Promotion of Virtue and Prevention of Vice.
-The promotion of Abdulaziz bin Hussein bin Nasser Al -Ubaidi al -Maliki to the position of (First Financial Adviser) at the rank (fifteenth) in the General Secretariat of the Council of Ministers.
-The promotion of Manal bint Bandar bin Ghallab Al -Adeebi Al -Otaibi to the position of (Plenipotentiary Minister) at the Ministry of Foreign Affairs.
-The promotion of Abdulaziz bin Ali bin Ahmed Al Jalmud Al -Ghamdi to the position of (Business Adviser) at the (fourteenth rank) at the Ministry of Municipalities and Housing.
-The promotion of Freih bin Muhammad bin Ayyad Al -Alawi Al -Shammari to the position of (General Manager) at the (fourteenth rank) at the Ministry of Human Resources and Social Development.
-The promotion of Abdul Wahab bin Abdul Rahman bin Isa Al -Faqih Al -Ghamdi to the position of (Business Adviser) at the (fourteenth rank) at the Ministry of Human Resources and Social Development.
The Council of Ministers also took the necessary number of general issues on its agenda.
