The project aims to raise the level of safety in the transport of money, precious metals and valuable documents, and to address a number of previous problems that have arisen in practical application, most notably organizing the process of destroying armored cars and determining the procedures to be followed when discovering loss of their parts, appointing a competent authority to undertake the destruction in an official and insured manner, and determining a default lifespan for armored cars to address the problem of the age of some of the vehicles operating in this sector. The amendments included obliging suppliers to implement technical conformity procedures for Car armoring according to the standards approved by the General Authority for Military Industries.

Renewing licenses and controlling transfer operations

The amendments emphasized the necessity of renewing the licenses of companies operating in the activity after completing all the ministerial decisions related to them, provided that the new license begins to enter into force from the date of approval by the competent authority, with permission to apply for renewal two months before its expiration.

The regulations obligated licensees to inform the Unified Security Operations Center “911” in the areas in which they work, or the Public Security Operations Center in other areas, with a schedule. Direct security supervision and comprehensive inspection

The regulations stress that licensed entities are subject to the direct supervision of public security departments in the regions, which have the authority to inspect company headquarters, branches, vehicles, and guards at any time, without prejudice to the powers of other regulatory authorities, in a way that ensures continuous oversight and proper implementation of regulations.

Requirements for entry of non-Saudi cars

The amendments dealt with the entry controls for foreign vehicles designated for transporting money, as they must conform to the technical specifications for armoring stipulated in the regulations, and be authorized by their country of origin.

It obligated entities importing Saudi or foreign currency to operate an accompanying armed guard vehicle belonging to a local company licensed to practice the activity, whose mission begins from outside the customs department until The money reaches the beneficiary and then returns to the port.

Strict security requirements for stopping and monitoring sites

The regulations obligated licensed entities to provide closed and guarded locations to stop transport vehicles upon completion of tasks, and to provide an additional armored vehicle to reinforce transport vehicles in emergency situations, in addition to establishing central monitoring and control rooms in major cities, to enable authorities to determine the locations of vehicles and stop them when needed, while keeping camera recordings for a period of no less than 90 days, and providing connectivity with security authorities when needed. It took it.

Strict instructions for the transport crew

The amendments stressed the need for members of the transport crew to adhere to strict procedures, including maintaining the safety of the transported goods, not evacuating the vehicle during transport inside or outside the city, and for the driver to remain inside the vehicle throughout the trip, while the attendant is responsible for receiving and delivering the cash and food boxes in coordination with the beneficiary entities, in accordance with precise controls that prevent any potential security breach.

Regulating licenses for armored cars and their number

According to the new regulations, Public Security, represented by the Logistics and Logistics Affairs Department, is responsible for issuing an independent license for each armored vehicle after the necessary approvals, provided that the number of authorized vehicles does not exceed 300 vehicles for each facility in the Kingdom, with the possibility of increasing after the approval of the competent authority in the event of operational efficiency and effective contracts. The regulations also allowed the placement of light warning lights on cabins with the approval of the Traffic Department.

Determining the lifespan of armored cars

The regulations set a default age of no more than nine years for cash transport vehicles from the date of issuing their first form, while prohibiting the registration of any new vehicle that has entered the Kingdom more than three years ago according to the customs card.

The authorities were obligated to provide the vehicles with five internal and external surveillance cameras and link them to the central control room approved by the Ministry of Interior.

Sale, destruction, and lamination controls

The regulation prohibited the sale of any armored car except to a party licensed to practice the activity or to re-export it after the approval of the Ministry of the Interior and the Zakat, Tax and Customs Authority, while ensuring that the parts subject to the armoring requirements remained in the vehicle.

It obligated companies not to transfer any armored part from one car to another without prior approval, and to immediately report to the police when the car or any of its components were lost. Its parts.

In the event that the car is destroyed, the regulations stipulate the necessity of obtaining prior approval from the person with authority, and forming a committee from the logistics affairs of the region’s police and the Preventive Security, Weapons, Explosives, and Traffic departments to ensure that there are no missing parts before destruction, provided that the process is documented with photographs and official records, and the license is immediately cancelled.

If a loss is discovered, the incident is referred to the police station and the committee for examining system violations to take the necessary legal measures and penalties.

Matching lamination and adopting modern technologies

The amendments obligated suppliers to match the lamination specifications with those approved by the General Authority for Military Industries, and also stressed the necessity of adopting the use of modern bags equipped with the self-destruction feature while transporting money between banks, banks, and commercial establishments, in a way that increases the level of security and prevents attempts at theft or tampering.

Specialized committees to review violations

The amendments stipulate the formation of specialized committees in each region by decision of the Minister of the Interior or his delegate, which includes members from the region’s police, the region’s emirate, and the Central Bank of Saudi Arabia, provided that one of them is legally or legally qualified. These committees are responsible for looking into violations of the system and determining appropriate penalties in accordance with Article Fifteen of the system, while the region’s police are responsible for controlling violations and referring them to the competent committee after completing the evidentiary procedures.
