Comprehensive Health Insurance Authority meeting No. 99 discusses a number of strategic decisions

The Board of Directors of the General Authority for Comprehensive Health Insurance held its meeting No. “99” To discuss a set of important strategic decisions that reflect the Authority’s keenness to develop the comprehensive health insurance system and improve the quality of services provided to beneficiaries, while ensuring the sustainability of financial resources and supporting the private sector to join the system.
The Board of Directors meeting was attended by Dr. Ihab Abu Aish, Vice Chairman of the Board of Directors of the General Authority for Comprehensive Health Insurance, Dr. Ahmed Al-Sabki, Chairman of the Board of Directors of the General Authority for Health Care, Counselor Mohamed Obaid, Vice President of the State Council, Engineer Ahmed Al-Wakil, Chairman of the Federation of Egyptian Chambers of Commerce, and Walid Abdullah, Head of the State Budget Sector, Dr. Alaa Abdel Majeed, representative of service providers in the private sector.
Dr. Maha Rabat, former Minister of Health and expert in the field of health economics, Sherif Sami, former Chairman of the Financial Supervision Authority and expert in finance and investment, Dr. Ahmed Naji, actuarial expert specializing in health actuaries, also attended, in the presence of Mai Farid, Executive Director of the Authority, Dr. Ahmed Abu Taleb, Chairman of the Pricing Committee, and a number of the Authority’s leaders.

The Board of Directors of the Authority agreed to adopt the price list for medical services for the sixth edition, which will enter into force starting from January 1, 2026. This edition aims to update the prices of services in accordance with inflation rates and modern operating costs, while ensuring the provision of the best level of health services to beneficiaries.
The Council directed the Executive Management of the Authority to conduct a comprehensive analysis of the cost components (13 components) between the fifth and sixth editions over the course of 3 days. years, to ensure the transparency and accuracy of the new prices, while studying the rate of use of health services and dividing them into categories, which allows estimating the financial impact on the authority’s budget and the actuarial study of the system.
The sixth edition constitutes a pivotal step towards enhancing operating efficiency, as it allows beneficiaries to obtain high-quality medical services at fair prices, taking into account the financial balance of the system, and ensures periodic updating of prices according to economic changes and the level of services provided.
And in continuation of the efforts made to improve services. In the system, the Board of Directors approved an initiative to stimulate private pharmacies to join the comprehensive health insurance system. The initiative aims to facilitate beneficiaries’ access to medicines and ensure their availability in the various governorates of the application, provided that it is implemented gradually as new governorates join the system.
This approach comes within the framework of the Authority’s keenness to actively involve the private sector to ensure comprehensive coverage of medicines, ease of access for beneficiaries, and achieve a balance between the public and private sectors.
This approach is considered one of the most prominent axes. Developing the system, as encouraging private pharmacies to join represents a strategic step to enhance the system’s services and achieve integration between the two sectors, while ensuring that pharmacies adhere to the health and technical standards approved by the Authority, which contributes to raising the level of health care provided to citizens.
The Council also reviewed the results of the work of the Insurance Affairs Committee, and approved the benefits schedule with approval to amend the list of primary care services according to the actual needs of the beneficiaries, and approved the proposal to deal with beneficiaries in hospitals undergoing student training, and it was also agreed to include vaccinations. The Board of Directors of the General Authority for Comprehensive Health Insurance stressed the importance of updating the prices of medical services periodically in line with technological developments and the needs of beneficiaries, taking into account the sustainability of the Authority’s financial resources, and enhancing transparency and fairness in pricing processes.
The Board of Directors also approved the appointment of a number of acting branch directors in the various governorates to ensure the continuity of administrative work with high efficiency.
The Board of Directors reviewed, The financial position and results of the Authority’s work for the first quarter of the fiscal year 2025/2026, ensuring the sustainability of the system’s financial resources and enhancing the ability to provide continuous, high-quality medical services to beneficiaries.
At the conclusion of the meeting, the Board of Directors emphasized following up on the implementation of all previous decisions and keeping informed of the developments of the various committees, ensuring the modernization of the health system, developing prices and services, motivating workers and beneficiaries, and enhancing the role of the private sector in supporting the system.
The meeting reflects No. (99) The General Authority for Comprehensive Health Insurance is keen to update the prices of medical services periodically, enhance the participation of private pharmacies, improve access to medicines, and develop the quality of services provided, while maintaining the financial sustainability of the system, ensuring the achievement of the goals of comprehensive health insurance and providing the highest levels of health care to the citizen.
