The Prime Minister reviews the executive position for governance of reconciliation procedures and legalization of state lands

Dr. Mostafa Madbouly, Prime Minister, held a meeting, today, to review the executive position on the governance of reconciliation procedures and legalization of state lands, in the presence of Dr. Manal Awad, Minister of Local Development and Acting Minister Environment, Engineer Sherif El-Sherbiny, Minister of Housing, Utilities and Urban Communities, Dr. Saeed Helmy, Head of the Strategic Management Sector at the Ministry of Local Development, and Engineer Nafisa Hashem, Advisor to the Minister of Housing and Supervisor of the Housing and Utilities Sector.

The Prime Minister began the meeting by emphasizing that the files of reconciliation and legalization of lands are a pivotal step in the path to achieving effective urban discipline, preserving the state’s rights, and alleviating the burdens on citizens, as well as achieving better exploitation of the state’s resources. Dr. Mostafa Madbouly confirmed that what has been achieved so far in receiving millions of applications and completing a large percentage of them reflects the state’s success in establishing a new governance system to manage reconciliation files and legalize the situation, explaining that the government will continue to support the governorates and technical committees to speed up the process of adjudicating the remaining applications, while providing fair solutions that take into account the social dimensions.

During the meeting, Dr. Manal Awad provided an explanation of the performance rates and implementation rates for the legalization cycle during the period extending from July 3 of last year until December 7; The total number of legalization requests reached about 237,638 requests, and she also reviewed the geographical distribution of these requests in various governorates, noting the performance rates and implementation rates for the session during the period extending from July 3 of last year until now.

The Minister of Local Development also highlighted the Ministry’s efforts in this field, as she reported that about 30,000 cases promising to build on agricultural lands had been removed.

Dr. Manal Awad also reviewed the Ministry’s efforts in the reconciliation file, Pointing to the governorates’ follow-up in holding meetings with citizens to enhance their awareness of the importance of completing reconciliation procedures in building violations, as these efforts included urging citizens to prepare their files using various means such as direct visits, SMS, letters, billboards, and advertisements, with the aim of raising the level of community awareness.

New services have also been developed within the technological centers to support reconciliation files and others, such as information services from the state side and the issuance of building coordinate certificates. In addition, committees dedicated to traffic and inspection of technology centers were formed to meet citizens and solve problems practically. The efforts included continuous updates to the system to address implementation problems and determine specific time rates for completing files.

The minister added: A specialized committee was formed that works around the clock to respond to governorate inquiries, in addition to coordinating with the relevant ministries and authorities to approve the scattered blocks and spaces that were approved for all governorates. The duration of responding to requests was reduced from 45 days to only 30 days, and the heads of cities and districts were authorized to approve acceptance or rejection forms instead of governors in the framework of accelerating Procedures.

During the meeting, the Minister of Housing, Utilities and Urban Communities reviewed the position of the reconciliation law on some violations and the codification of their status issued by Law No. 187 of 2023, where he stressed that the goal of the reconciliation law is a development goal in order to achieve To achieve a civilized and stable urban appearance, especially in new cities, absorb the largest amount of building violations, and legalize their conditions. It also achieves many advantages for citizens, including the possibility of officially introducing facilities to the property, increasing the market value of the property, and other advantages.

In this context, the Minister clarified the position of the reconciliation requests submitted within the cities of the New Urban Communities Authority until last November 23, noting that the total number of requests submitted exceeded 35 thousand requests, while the number of decisions issued to accept or reject reached These requests are more than 10 thousand decisions.
