This comes after the approval of the organization of the National Committee for Education, Culture and Science, which was approved by the Council of Ministers in its last session as an organizational step that reflects the Kingdom’s orientation towards strengthening its international presence and unifying its efforts in the fields of education, culture and science.
It stood "today" On the most prominent features of the organization of the National Committee for Education, Culture and Science, which received the approval of the Council of Ministers, reviewing the new powers and tasks that would enhance the Kingdom’s presence in Regional and international organizations, and unifying external representation efforts in the fields of education, culture and science, in line with the objectives of Saudi Vision 2030 and enhancing the efficiency of international institutional work, as the organization granted the committee an administratively independent legal personality, with its organizational link to the Minister of Culture, and taking the city of Riyadh as its headquarters, in confirmation of its pivotal role as a communication bridge between the Kingdom and relevant international organizations.
Developing partnerships
The organization aims to promote International communication and developing partnerships with organizations concerned with education, culture and science, while maintaining complementary roles with other government agencies. The committee’s tasks included developing policies and strategies, representing the Kingdom internationally, coordinating the work of missions, and supporting the nomination of Saudi talent, in addition to enhancing the participation of the private and non-profit sectors in these areas.The organization also granted the committee broad powers, including approving plans and programs, approving internal regulations, approving international agreements, studying the decisions of international organizations, and considering hosting international events and conferences within the Kingdom.
The committee is headed by the Minister of Culture, and the Minister of Education holds the position of vice president. With the membership of high-level representatives from multiple ministries and government agencies, including the Ministry of Foreign Affairs, Information, Environment, Water and Agriculture, the Research, Development and Innovation Development Authority, the King Abdulaziz City for Science and Technology, and the National Center for Non-Profit Sector Development, provided that the rank of members is not less than fifteen or its equivalent.
The decision organized the mechanism for holding the committee’s meetings and making its decisions, in a way that ensures governance and transparency, while allowing meetings and voting to be held remotely, and decisions to be approved by passing according to specific controls. He also authorized the use of experts and consultants without granting them the right to vote.
A full-time Secretary-General shall manage the General Secretariat of the Committee in his capacity as the chief executive officer, with powers that include supervising plans, preparing annual reports, representing the Committee before official and judicial authorities, following up on the implementation of decisions, and proposing the establishment of regional offices for international organizations within the Kingdom.
Appropriations from the budget of the Ministry of Culture
The committee’s resources consist of the appropriations allocated to it within the budget of the Ministry of Culture, in addition to donations and grants, and its funds are deposited with the Central Bank of Saudi Arabia according to a financial regulation that ensures oversight and discipline.The regulation obliges the committee to submit an annual report within 60 days of the end of the fiscal year, which includes the achievements achieved, existing challenges, and development proposals, in a step aimed at measuring impact and improving institutional performance.
This regulation is seen as a A qualitative shift in managing the Kingdom’s participation in international organizations, and enhancing its influential presence in formulating global policies in the fields of education, culture and science, in line with the goals of Saudi Vision 2030.
