Establishing Dubai…a global government model for innovation and future readiness

Dubai, April 21 / WAM / The General Directorate of Identity and Foreigners Affairs – Dubai, “Dubai Residency”, continues to establish an integrated government model, based on employing knowledge and promoting innovation, in a way that supports building a flexible work system capable of keeping pace with rapid transformations and creating opportunities for the future.
This trend comes within an institutional vision based on the integration of systems, empowering competencies, and adopting advanced methodologies that contribute to transforming future forecasts into strategic decisions and executive projects with a sustainable impact, enhancing the quality of government services and consolidating the institution’s readiness for the requirements of the next stage.
The Dubai Residency developed the Future Design System as an integrated institutional framework linking future analysis, strategic planning, and institutional readiness, and contributed to transforming the outcomes of future studies into decisions and projects with impact. Among its most prominent outcomes is the “Red Carpet” project, which was launched from a future study conducted in 2015, and contributed to achieving 95.6% future readiness by 2025.
The Public Administration also established the Center for Evaluating the Quality of Future Studies, as the first center of its kind globally concerned with ensuring the quality and reliability of studies before using them in decision-making, and in turn, it contributed to evaluating the quality of future studies in line with strategic priorities, as 7 future studies were presented according to 3 approved standards.
Within the framework of consolidating the culture of institutional innovation, the Dubai Residency led the implementation of the Creativity Sponsorship Program, which resulted in the graduation of more than 158 participants, who contributed to developing 29 innovative projects in cooperation with various parties, and transforming creative ideas into practical solutions that support institutional readiness and consolidate government excellence.
The administration developed the Innovation Catalysts Maturity Program, which is concerned with measuring the readiness of organizational units and their ability to build a sustainable innovative environment. It included the evaluation of 9 organizational units across 8 axes and 5 maturity levels, which contributes to enhancing institutional performance and supporting decision-making.
In the same context, Dubai organized the Global Innovation Summit in cooperation with the Global Innovation Institute (GInI), which formed an international platform that brought together an elite group of thinkers and thought leaders, and resulted in the participants winning 4 international awards, which reflects the leadership of public administration and its influential role in institutional innovation at the international level.
In terms of developing institutional knowledge, the Dubai Residency implemented a learning and knowledge production management system, which enhances the integration of learning and knowledge management and transforms it into knowledge production that supports policies and decision-making.
The system contributed to the production of more than 450 knowledge contents that were documented as intellectual outputs that were directly reflected in the development of institutional performance.
The administration also launched the Dubai Residency Business Incubators Program (in cooperation with the University of Rochester), which combined academic research and practical application, with the participation of 7 researchers and 16 students, and resulted in the development of 10 innovative projects that turned into implementable solutions that contribute to accelerating the development of government services.
In the context of empowering future generations, the Dubai Residency launched the Tomorrow’s Innovators programme, which graduated more than 45 participants through an integrated training experience that combines technical skills, knowledge and leadership training, which contributes to preparing a generation that is aware and qualified to create the future.
The General Administration also adopted the Dubai Centenary as a long-term strategic framework that anticipates the future and enhances institutional readiness, in line with UAE Vision 2071 and ensures the sustainability of performance and institutional leadership in the long term.
At the international level, Dubai Residency participated as a strategic partner and platinum sponsor in the World Innovation Summit, and organized the Artificial Intelligence Innovations Conference (ICEQ), which brought together an elite group of experts and specialists from around the world, with the participation of 31 government agencies and more than 40 innovative projects, which reviewed the role of artificial intelligence in empowering government agencies, enhancing performance efficiency, and supporting decision-making based on anticipating the future.
The establishment of Dubai confirms that these systems and initiatives constitute an integrated government model, capable of adapting to changes, enhancing the quality of life, and supporting the process of sustainable development in the Emirate of Dubai.
These efforts reflect the commitment of the General Directorate of Identity and Foreigners Affairs – Dubai to supporting the emirate’s goals of global leadership, by developing innovative government work models that put people at the heart of its priorities, and keep pace with future aspirations with confidence and proactiveness, in line with Dubai’s trends towards consolidating its position as the best city to live and work in the world.
