"Government empowerment" It is making progress towards its vision of a government that relies entirely on artificial intelligence

Abu Dhabi, 8 January / WAM / The Department of Government Empowerment – Abu Dhabi witnessed a year full of achievements during 2025, as it began to lead the transformation of the Abu Dhabi government to become the first government to rely entirely on artificial intelligence around the world by 2027, thanks to cooperation with various government agencies in the emirate and joint efforts that contributed to achieving a clear impact on the level of services, digital infrastructure, and human capital.
During January 2025, the department launched the Abu Dhabi Digital Government Strategy, to embody the emirate’s ambition to transform into a government that relies entirely on artificial intelligence. The strategy, supported by an investment of 13 billion dirhams, provides 100% digital transformation of government operations, more than 200 AI-based solutions across the government, a sovereign cloud and a unified resource planning system, which indicates an increase in the value of the GDP by 24 billion dirhams, and the creation of 5 thousand new jobs in addition to improving the skills of national cadres in the field of artificial intelligence.
His Excellency Ahmed Tamim Hisham Al-Kattab, Chairman of the Department of Government Empowerment – Abu Dhabi, said: We aim to reinvent government in Abu Dhabi so that artificial intelligence becomes one of the approved operational basics, and during the year 2025, we have succeeded in transforming visions into a tangible reality that contributes to changing the lives of millions.
His Excellency added: 2025 was a landmark year, as we are proud of our efforts in the Government Empowerment Department to harness the capabilities and cooperate with all parties in order to facilitate customer services and improve the quality of life of community members, to confirm Abu Dhabi’s position as a global model for governments that rely entirely on artificial intelligence.
The “Tamm” platform, the comprehensive application supported by artificial intelligence in Abu Dhabi, has become a global symbol of the emirate’s leadership during the year 2025, as it won three prestigious awards, including the best e-government project in the World Summit on the Information Society Awards for the year 2025, the best comprehensive government application in the Gulf Cooperation Council countries in the Gulf Digital Government Awards, and excellence in services supported by artificial intelligence in the Emirates Artificial Intelligence Awards.
The “Tamm” platform now provides its services to 3.8 million users through more than 1,150 services in more than 90 languages, solves 95% of requests through artificial intelligence, and has completed more than 1.9 million service cases through conversational artificial intelligence. In addition to the above, the application now automatically carries out repetitive tasks, including renewing licenses and medical reservations, by launching the “self-government” feature.
For his part, His Excellency Dr. Muhammad Al-Askar, Director General of the “Tamm” platform, said: We are building a government that saves people’s time and takes care of their needs, cancels more than 36 million visits to service centers annually, and processes 90 percent of requests within one day. We were able to obtain user satisfaction of 92.5 percent, proving that the ‘Tamm’ platform has proven that excellence in government services has become our daily reality in Abu Dhabi.”
His Excellency added: This year marked a qualitative leap in terms of services for the ‘Tamm’ platform, and it is the beginning of a busy journey during which we continue to devote our efforts to building the most advanced government application in the world to serve every individual in our society.
Together, towards empowering government human resources for the future
The year 2025 witnessed a tremendous achievement in human capital development, as 95 percent of government employees completed comprehensive training on artificial intelligence. The launch of the “Al Jadarah Leadership Development Program” confirmed the Abu Dhabi government’s commitment to preparing an elite group of leaders capable of leading digital transformation and anticipating the future in the age of artificial intelligence.
Employees with the title of “Principal Officer for Digital Transformation and Artificial Intelligence” have been appointed in all government agencies in Abu Dhabi to manage the adoption and innovation of artificial intelligence, in order to enable the launch of artificial intelligence councils as a community awareness event for all groups across the emirate with basic skills in artificial intelligence.
His Excellency Wissam Lootah, Director General of the Department, explained: “We have witnessed the achievements of the government’s work in cooperation with more than 40 government agencies, and with a common vision towards adopting artificial intelligence as a means to improve the lives of individuals and society as a whole. This year embodies the features of a government that relies entirely on artificial intelligence in Abu Dhabi, including secure digital identity, the sovereign cloud, proactive services, and human-centered design.”
The distinguished participation in the GITEX International Exhibition 2025 confirmed Abu Dhabi’s leadership by attracting a record number of 55,000 visitors to the Abu Dhabi Government Pavilion, and showcasing 55 initiatives and partnerships supported by artificial intelligence. Key partnerships with Microsoft and the G42 group provided scalable sovereign cloud capabilities, while the launch of the unified government data center in partnership with e& provides a high-capacity data center to provide better and more secure use of artificial intelligence tools to serve more than 40 government agencies using shared sovereign data.
Expanding the scope of Abu Dhabi’s effortless customer experience strategy, supported by more than 600,000 data points of customer feedback, resulted in 400,000 fewer visits to service centers, 23 percent fewer procedures, and 64 percent fewer customer requests.
The Effortless Customer Experience Diploma was also launched in Abu Dhabi as one of the main initiatives of the strategy, with the aim of significantly enhancing the capabilities of customer service employees and developing customer-focused government services.
With Abu Dhabi’s population growing by 7.5%, the emirate continues to attract talent, families and innovators from all over the world.
