المملكة: 600 career paths open their arms to graduates… Emiratization writes “the future of competencies”


The Emiratisation decisions launched by the Ministry of Human Resources and Social Development contributed to the creation of A qualitative shift within the Saudi labor market, where policies directed towards empowering citizens have transformed from mere regulatory procedures into an integrated national project that redistributes opportunities and raises the level of readiness of national competencies for specific and future professions.

These decisions have expanded in recent years to include more than 600 professions targeting male and female graduates, and have shown clear results that reflect their positive impact. The number of Saudis working in the private sector has increased to more than 2.5 million male and female citizens according to the latest indicators, while the participation of Saudi women has been witnessed. Growth is the largest in the history of the labor market, after it jumped from 23% in 2019 to more than 35%, a growth that reflects the size of the new opportunities that have become available to national cadres in Advanced digital and cognitive skills, keeping pace with global transformations in emerging technologies. These decisions also had a direct impact on reducing unemployment rates in the Kingdom, as the expansion of the scope of job opportunities and their orientation towards national competencies contributed to accelerating the entry of male and female job seekers into the private sector, which was reflected in the decline of unemployment to unprecedented historical levels. The specialized programs launched by the Ministry in cooperation with relevant authorities led to bridging the distance between the required skills and market needs, which enhanced the speed of employment of graduates and raised the efficiency of matching processes between job seekers and available opportunities within Vital sectors.

Current efforts for Emiratisation programs focus on the specialized professions that form the backbone of the most growing sectors, such as health, engineering, technical, procurement, accounting, marketing and logistics professions.
Emiratisation decisions are based on comprehensive studies that take into account the nature of the labor market in the targeted professions, and the number of job seekers who are graduates of the relevant specializations and are currently studying in these specializations, as they are a future workforce that will join the market in the coming years, in addition to assessing the reality of the private sector and its ability to absorb national cadres in the specializations. In the context of regulating the implementation of Saudization decisions, the Ministry is keen to grant establishments grace periods between announcing the decision and the start of its implementation, in addition to adopting a mechanism for the phased application of some decisions, so that Saudization rates gradually increase at each stage, allowing the private sector sufficient time to adhere to the requirements and complete its operational readiness without disrupting business continuity. The Ministry also issues a procedural guide for each Saudization decision via: Its website explains the details of the decision, its implementation mechanisms, and its regulatory requirements, to enable establishments to adhere to it in a clear and orderly manner, while applying the statutory penalties imposed on violators, in a way that enhances competitive justice and consolidates compliance in the labor market.

In this context, the Ministry has allocated an integrated package of incentives and supportive measures for private sector establishments, starting with supporting recruitment, training and qualification processes, and extending to enhancing job stability, while providing priority access to the programs and services of the Human Resources Development Fund “Hadaf”, including It contributes to reducing operational costs and supporting the sustainability of Saudization.

These organizational efforts to implement Saudization decisions and ongoing achievements in the Saudi labor market embody the state’s interest in empowering the individual, developing his capabilities, and providing a more attractive and competitive environment, in line with the goals of Vision 2030, which seeks to raise the quality of life and build an economy based on knowledge and skill.
